The city will render payment on a net 30-day basis after receipt of an invoice, unless alternative terms are authorized in writing.
The bidder shall assume full responsibility for warranty of all components of the equipment, and a statement outlining the warranty conditions shall be attached with the bid. The manufacturer's standard warranty shall be furnished.
All bids will be awarded to the lowest responsive and responsible bidder. This determination may involve factors such as price, conformity to specifications, financial ability, previous performance, facilities, equipment, availability of repair parts, experience, delivery promise, terms of payment, compatibility, and other objective factors.
Bidders must be qualified and experienced general contractors. They must possess a valid license, insurance, and relevant experience. Compliance with federal regulations such as SAM registration, UEI, and 2 CFR 200 and 24 CFR 570 is required. The contractor must also demonstrate the ability to manage multiple projects, meet deadlines, develop scopes, maintain records, submit invoices, and retain records.
Failure to comply with the requirements of the IFB, including acknowledging addenda, could lead to rejection of the bid.
