The solicitation is for the Gillette Small Upgrade Project at the Gillette VA Clinic. The project includes correcting downspouts and drainage issues, replacing an exterior door and frame, and remodeling casework, finishes, and furnishings in three clinic locations. Offerors must be both verified by the SBA and visible on the SBA certification database at the time of offer submission. A site visit is mandatory on December 9, 2025. Questions must be submitted in writing before December 16, 2025. Proposals are due January 9, 2026, and must be submitted via email. The government will award a single contract to a responsible SDVOSB or VOSB offeror based on past performance and price. The project magnitude is between $100,000 and $250,000. The contractor shall begin performance within calendar days and complete it within 45 calendar days after receiving award, notice to proceed. The offeror must provide past performance information on two federal, state, local government or private contract of similar type, scope, size, and complexity. The government will evaluate price based on the total price. Offerors must provide documentation to show that the offeror has an experience modification rate EMR of equal to or less than 1. 0. The contractor shall follow all safety specifications and shall always have an osha30 certified person onsite, at each work location, overseeing the construction. All other contractors and subcontractors working onsite shall have at least osha10 certifications. All contractors and subcontractors must obtain a temporary contractor badge from the va cor before beginning work onsite. The contractor must submit a proposed schedule for review and approval by both the cor and co before beginning any work onsite for this project. The contractors schedule must allow for 48hours minimum inspection time by the cor andor va for completed work. The contractor shall obtain utility locates for the project areas before beginning any excavation work. The contractor shall repair any disturbed earth around and in the construction areas. The contractor shall replace any trees, shrubs, or other plants damaged or destroyed during construction, in kind, at no additional cost to va. The contractor shall provide a minimum of 48hours notice to the cor for scheduling their work, so the clinic staff can be informed and notify their patients. The contractor shall coordinate work locations and schedules with va cor so as to minimize impact to building tenants. The contractor shall provide and post the signage necessary to guide patients to alternate checkinout areas during construction e. g. , when reception casework is being repairedreplaced. The contractor must maintain ada access to the patient restrooms rooms 135 and 138, throughout the waiting room 102, and all corridors in the clinic throughout construction. The contractor shall relocate the existing furniture, per the cors guidance, as needed for the staff to have temporary workstations elsewhere while the casework is being repairedreplaced. Va it staff, or clinic staff, will relocate computer workstations and phones as required. The government will award a single contract resulting from this solicitation to a responsible SDVOSB or VOSB offeror whose offer conforming to the solicitation will be most advantageous to the government based on past perform

The request is for a prequalified pool of vendors for various trades work. Vendors must submit to this new RFQ. The deadline for submissions is February 27th, 2026. Required documents include a cover letter, execution page, references, financial statements, bonding, and others. MWBE forms 100 and 104 are required.
