Texas Military Department is seeking a contractor for a turn-key gym flooring project at Texas Challenge Academy. Mandatory site visits are scheduled for June ****, 2026. Failure to attend a site visit will result in disqualification. Bids are due by 10:00 AM local time on June 29, 2026. The project includes removal of existing flooring, surface preparation, installation of new flooring (approx. 5,386 sq ft), wall cove base molding (approx. 284 linear ft), and court striping. Contractors must have at least 5 years of experience in similar projects. A performance bond and payment bond may be required for contracts over $100,000 and $25,000 respectively. Past performance will be evaluated.
The contract term is effective on the date stated in the notice of award or purchase order and expires one year from that effective date. The continuation of the contract for any period is subject to the availability of TMD's funding source.
TMD recommends payment by electronic funds transfer (EFT). Payments will be processed after TMD's receipt, testing, and acceptance of commodities and services. Texas Government Code Chapter ****, the Prompt Payment Act, will govern payment and interest on overdue payments.
Contractor must respond to any warranty call within 48 hours and replace defective products within 14 days of notification. TMD requires contractor to respond to any warranty call concerning this project within a 48hour time period. For any warranty call issued, contractor will have 14 days to replace defective products after receipt of notification by Tmd that a warranty issue exists.
TMD will evaluate responses in accordance with the best value standard. TMD may award one contract to the responsible respondent whose response is the lowest price meeting specifications.
Contractor must have been in business providing gym floor installation of similar scale for a minimum of at least 5 years. Contractor must also run a background check on all employees, including subcontractors.
If contractor fails to comply with the terms of the contract, TMD may withhold contractor payment. If noncompliance results in TMD purchasing goods or services from another entity to remedy the noncompliance, TMD will deduct those costs from contractor's payment.
A mandatory site visit will be held on June 22, 2026, or June 23, 2026, from 10:00 AM to 11:00 AM at 600 Highway **** West, Eagle Lake, Texas **** to attend one of the two site visits will result in disqualification of the response.
The last day to submit written questions for clarification is June 25, 2026, at 2:00 PM.
Failure to attend a mandatory site visit will result in disqualification. Failure to sign the document will disqualify the response. Making false statements can lead to disqualification, contract cancellation, or state debarment.
