This RFQ is for the remodel of the Whole Health Wellness Center at the Michael E. DeBakey VA Medical Center, specifically focusing on flooring replacement. Services include removal of existing flooring, floor preparation, installation of new vinyl flooring, wall base, and seam welding. The contract duration is 12 months from the effective date of award, with flooring replacement to be completed within 30 days of initiation. A mandatory site visit is scheduled for July 29, 2026, at 10:00 AM. Offerors must submit product samples and manufacturer specifications. The government intends to award a single purchase order to the responsible vendor whose quotation represents the best value, considering price and non-price factors (technical acceptability, product sample, past performance, and price). The acquisition is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).
The flooring replacement services shall be completed within 30 days from the time they are initiated. The overall contract performance period will be 12 months from the effective date of award.
Payment shall be made for actual services performed in accordance with the contract using the VA's electronic invoice presentment and payment system (IPPS). Invoices must be submitted electronically via Tungsten Network. Payment shall be made after the COR certifies that services identified within the billing period have been performed.
The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.
The government intends to award a single purchase order resulting from this RFQ to the responsible vendor whose quotation represents the best value to the government, considering price and non-price factors.
Personnel shall be proficient in spoken and written English. Personnel shall possess a State of Texas General Contractor License, Occupational Safety and Health Administration (OSHA) certification, and general and professional liability insurance.
In the event of termination for cause, the government shall not be liable to the contractor for any amount for supplies or services not accepted, and the contractor shall be liable to the government for any and all rights and remedies provided by law.
An organized site visit will be held at Building 108 on 7/29/2026 at 10:00 AM. Information provided at the site visit shall not alter the terms and conditions of the solicitation.
For a quotation to be considered for award, the quoter shall provide a minimum 3 x 3 sample of the actual flooring proposed, or a manufacturer color chart if an exact sample of the requested color is unavailable, and the manufacturer's written specifications for the proposed product. Physical samples must be dropped off prior to the offer due date at Building 108.
Quotations that do not provide the required sample and specifications may be rejected as non-responsive to the RFQ. Failure to meet technical acceptability criteria may render a quotation ineligible for award.
