Responses must be received by the closing date and time of this announcement.

Proposals shall be submitted no later than 3:00 p. m. eastern time on friday, september 12, 2025.

The contractor shall submit invoices subsequent to the delivery of deliverables as stated in the statement of work. FDA electronic invoicing and payment requirements invoice processing platform ipp jan 2022.

The government shall award to the lowest priced, technically acceptable (LPTA) offer.

The offerors proposal must outline all characteristics of the requirement listed in the sow, number 2 requirements. The contractors proposal shall provide sufficient information to allow the government to evaluate that the contractor is capable of meeting the requirement.

The estimated total value of the contract is $41. 5 million.

The bid notice states delivery or performance shall be made only as authorized by orders issued in accordance with the ordering clause. The contractor shall furnish to the government, when and if ordered, the supplies or services specified in the schedule up to and including the quantity designated in the schedule as the maximum. The government shall order at least the quantity of supplies or services designated in the schedule as the minimum. Except for any limitations on quantities in the order limitations clause or in the schedule, there is no limit on the number of orders that may be issued. The government may issue orders requiring delivery to multiple destinations or performance at multiple locations. Any order issued during the effective period of this contract and not completed within that period shall be completed by the contractor within the time specified in the order. The contract shall govern the contractors and governments rights and obligations with respect to that order to the same extent as if the order were completed during the contracts effective period provided, that the contractor shall not be required to make any deliveries under this contract after 23 August 2029.

The contractor warrants that the items delivered are merchantable and fit for use for the particular purpose described in this contract.

The laboratory must be WADA accredited and certified to perform anabolic steroid and other PED testing.

The laboratory must allow DOD inspections up to two times per year.

Responses must be submitted electronically by Tuesday, August 19, 2025, at 2:30 PM Eastern Daylight Standard Time.

The government will award the contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Technical capability and past performance are significantly more important than price.
