Maricopa County is seeking proposals for youth program services, including paid/unpaid work experiences (Element 3) and supportive services (Element 7). Proposals are due August 25, 2026. Vendors on contract **** providing Element 3 services are not required to respond. Services are for eligible youth aged **** with barriers to employment. Entities eligible to submit proposals include for-profit and nonprofit organizations, educational institutions, government entities, public agencies, community-based organizations, faith-based organizations, and small businesses. A non-mandatory preproposal teleconference is scheduled for August 18, 2026. All responses must be submitted electronically through Bidnet Direct.

Payments to contractors will be made on a cost reimbursement basis after services have been provided. Payments to contractors for services performed will be made on a cost reimbursement basis.
The contractor warrants that all services provided will conform to the contract requirements. Acceptance of services does not relieve the contractor of warranty obligations. The contractor warrants that all services provided hereunder will conform to the requirements of the contract.
Proposals will be evaluated based on the proposed solution, compliance with specifications, respondent qualifications, and price. Proposals will be evaluated on the following criteria, which are listed in descending or equal order of importance.
Contractors must have a minimum of two years of experience providing youth services for the proposed elements and demonstrate they have provided services for up to 500 youth per program year. Contractor must demonstrate they have provided services for up to 500 youth per program year July 1 June 30 for the youth program element in their proposal.
Failure to submit proposals electronically through the eprocurement platform, or submitting late proposals, will result in rejection. Any proposal, modification, or withdrawal received after the designated time is late, per paragraph **** of the maricopa county procurement code late submissions will be rejected and not be evaluated.
