The performance period is 720 days after issuance of the notice to proceed.

They must also respond to all requirements in the special standard of responsibility and self-performed calculations sections.

A mandatory pre-bid site visit will be held on May 26, 2026, at 9:30 am CST. Participants should meet at Bldg. 18, Police 2nd Floor Conference Room.

Failure to submit all required documents, including bid bond, evidence of SDVOSB status, and completed limitation on subcontracting certificate, will result in a nonresponsive offer.

Statements of Qualifications must be received by 2:00 PM CT on July 15, 2026.

Terms are net 30 after acceptance of goods or services and receipt of an acceptable invoice.

Award will be based on the ability of professional personnel, certified minority business enterprises, willingness to meet time budget requirements, location, recent current projected workloads, volume of work previously awarded, references, and financial statements.

Firms must be properly registered to practice their profession in the state of Florida. Qualifications will be evaluated based on professional personnel, minority business enterprise status, willingness to meet time/budget, location, workload, past performance, and references.

In the event of default on a contract, the successful firm shall pay liquidated damages equal to 25% of the unit price proposal, times the quantity or ****, whichever is larger, plus attorneys' fees and court costs.

Representative samples of related work may be submitted in a separate binder.

Failure to file a protest within the time prescribed in section ****, Florida Statutes, shall constitute a waiver of proceedings.

Proposals may be rejected if there is reason to believe collusion exists, if prices are unbalanced, if information submitted is substantially inaccurate, misleading, exaggerated, or incorrect, or if the firm fails to comply with terms and conditions.

The magnitude of the construction project is between $5,000,000 and $10,000,000.

The final date for submittal of response to this request for interest is: July 14, 2026 12:00 PM MT.

The scope of services will include assistance to the state during the process of design, construction, and warranty period.

Selection and award of this project will be based on a combination of qualitative oral interview score and scope and cost proposal that represents the best overall value to the state.

To be considered as qualified, interested teams shall have demonstrated specific design-build lump sum experience of similar scale and complexity, demonstrated experience in completion of buildings utilizing design-bid-build, CMGC, DB with GMP and/or DB lump sum, and demonstrated bonding capability up to $1,500,****.

The state reserves the right to reject any or all proposals on the basis of being unresponsive to this RFQ/RFP or for failure to disclose requested information.

Proposals are due by 10:00 am CST on Thursday, July 23, 2026.

The contract will be awarded on a best value basis, considering price, vendor reputation, quality of services, meeting district needs, past relationship, and long-term cost.

Vendors must demonstrate qualifications, experience, and ability to perform fire protection system services, including licenses, certifications, and a strong track record.

Consistently poor performance, failure to meet criteria, or significant deviations may result in corrective action or contract cancellation.

Vendors must provide a sample inspection report with their proposal submission.

Prohibiting communication with district employees other than the assigned buyer, and failure to submit complete and compliant proposals may result in disqualification.
