The period of performance for this contract is from July 27, 2026, to December 31, 2026.

Invoices shall be submitted upon completion of the work. Payment will be made in accordance with the prompt payment act.

The contractor warrants that the items delivered under this contract are merchantable and fit for use for the particular purpose described in the contract.

The solicitation is a request for quotations (RFQ) for commercial items. Interested companies shall provide offers in accordance with the attached salient characteristics.

The government may terminate this contract for cause in the event of any default by the contractor, or if the contractor fails to comply with any contract terms and conditions.

Inspections will require a prior five-day notification submitted to the Contract Officers Representative (COR) or Government Representative.

Failure to comply with contract terms and conditions, or failure to provide adequate assurances of future performance, may result in termination for cause.

The performance period is 720 days after issuance of the notice to proceed.

Payment will be made monthly, in arrears, following satisfactory performance by contractors personnel and upon receipt of a properly prepared invoice. Contractor shall be required to invoice through the Tungsten system.

Award will be made to the lowest responsible bidder whose bid conforms to this solicitation and is deemed the most advantageous to the government, considering only price and price-related factors specified in this solicitation.

The contractor must be a Service-Disabled Veteran Owned Small Business (SDVOSB). Bidders must submit evidence of SDVOSB status and have current registration in SAM. gov. Offerors shall provide a summary of work-related injuries and illnesses, affirming no more than three serious, or one repeat, or one willful OSHA or EPA violations in the past 3 years. Offerors shall provide documentation to show an experience modification rate (EMR) of equal to or less than 1. 0.

A mandatory pre-bid site visit shall be held on May 26, 2026, at 9:30 am CST. All interested contractors shall meet at Bldg. 18, Police 2nd Floor Conference Room, Doris Miller Medical Center, **** Memorial Drive, Waco, Texas **** second site visit is scheduled for May 26, 2026, at 10:00 am CST, meeting at Bldg. 224.

Failure to submit all required documents, including bid bond, evidence of SDVOSB status, ORCA completion, and limitation on subcontracting certificate, will result in a nonresponsive offer. Failure to comply with the limitation on subcontracting requirement will result in removal of proposal for consideration for award.

The contract completion is due by October 31, 2027.

Progress payments may be requested monthly as work proceeds, based on estimates of work accomplished. Payments are generally made within 30 days of submittal of a proper request.

The solicitation includes FAR ****, Warranty of Construction, which requires a warranty for construction.

Award will be made to the contractor representing the best value to the government, based on a comparative evaluation of technical proposal, experience, past performance, and price.

Contractors must be registered in the System for Award Management (SAM. gov) at the time of submission.

The contract includes clauses related to labor standards, withholding of funds, and potential termination for default for non-compliance.

An organized site visit is scheduled for June 17, 2026, at 10:00 AM PDT. Participants will meet at the Sam Owen Campground, Scented Leaf Overflow Parking Area.

Failure to comply with contract terms, including labor standards and submission instructions, may lead to disqualification or termination for default.
