Gulf Coast State College is seeking Statements of Qualifications (SOQ) for professional engineering services for HVAC system upgrades in 13 buildings. The goal is to improve energy efficiency, occupant comfort, and system reliability. The contract will be for an initial period of three years with renewal options. Firms must be registered to practice in Florida. Proposals are due July 15, 2026, by 2:00 PM CT. Questions must be submitted by July 9, 2026. Award will be based on qualifications, experience, and other criteria. The college reserves the right to reject any or all proposals.
Statements of Qualifications must be received by 2:00 PM CT on July 15, 2026.
Terms are net 30 after acceptance of goods or services and receipt of an acceptable invoice.
Award will be based on the ability of professional personnel, certified minority business enterprises, willingness to meet time budget requirements, location, recent current projected workloads, volume of work previously awarded, references, and financial statements.
Firms must be properly registered to practice their profession in the state of Florida. Qualifications will be evaluated based on professional personnel, minority business enterprise status, willingness to meet time/budget, location, workload, past performance, and references.
In the event of default on a contract, the successful firm shall pay liquidated damages equal to 25% of the unit price proposal, times the quantity or ****, whichever is larger, plus attorneys' fees and court costs.
Representative samples of related work may be submitted in a separate binder.
Failure to file a protest within the time prescribed in section ****, Florida Statutes, shall constitute a waiver of proceedings.
Proposals may be rejected if there is reason to believe collusion exists, if prices are unbalanced, if information submitted is substantially inaccurate, misleading, exaggerated, or incorrect, or if the firm fails to comply with terms and conditions.
