The respondent must be independent of any firm that serves as an underwriter. a the respondents individual lead team members proposed to be assigned to the airport authority engagement must have at least five 5 years experience in the provision of advisory services related to the management of airport debt and capital financing services for airports in the united states with operations comparable to those of detroit metro airport and willow run. b the respondent must be independent of any firm that serves as an underwriter with respect to the issuance of securities of types issued by the airport authority.
