Columbia County is seeking proposals and qualifications from firms to provide planning and engineering services for flood mitigation and flood risk management projects in the west end of Bloomsburg. The projects include floodplain/floodway improvement projects and structural levee/floodwall projects. Proposals and qualifications are due by April 30, 2026. A non-mandatory site visit will be held on April 13, 2026. Pricing is a component of submitted proposals for some projects, while others will involve negotiated contract pricing. The county reserves the right to accept or reject any proposals.
All proposals and qualifications will be accepted until 10 a. m. prevailing time, April 30, 2026.
Payment shall be made to the engineer on a monthly basis, contingent upon receipt of funds from state or federal funding agencies.
The award of a contract for flood risk management systems shall be made to the most qualified offeror, subject to negotiation of fair and reasonable compensation. For flood mitigation projects, evaluation includes adequacy of proposal, relevant experience, design team, scope of work understanding, quality of previous work, resources, current workload, schedule, cost, equal employment opportunity, and proposal page count.
Firms must provide a minimum of five references for similar flood risk management engineering projects, a brief history of the firm, staff experiences and resumes of key persons, and demonstrate capacity to undertake projects of this magnitude within the specified timeline.
A non-mandatory presubmission site visit will be held on April 13, 2026, at 2 p. m. at the Bloomsburg Fairgrounds.
