Keynote Speaker Government Bids & RFPs

The notice seeks a senior leadership speaker for two days (December 9-10, 2025) at Fort Bliss, Texas. The speaker must have experience presenting at the C-suite level (Colonel or above) to a minimum of 900 personnel, have published a book through a major press, and have a degree in a relevant field (psychology, leadership, resilience, or generational studies). The speaker must also have experience connecting psychological and social research to practical application for military development. The New Castle County Votech School District is seeking proposals for a keynote speaker and leadership facilitator. The deadline for receipt of proposals is Thursday, September 18, 2025, at 3:00 PM local time. Proposals must be submitted in writing with 5 paper copies and 1 electronic copy on CD, DVD, or USB. A separate electronic pricing file is required. The state reserves the right to reject any non-responsive or non-conforming proposals. Vendors must provide Delaware licenses and/or certifications, responses to the RFP scope of work, complete attachments and forms, and proof of insurance. Questions about the RFP must be submitted in writing to the designated contact by September 2, 2025. Responses to questions will be posted on the state's website by September 4, 2025. The state reserves the right to award multiple contracts, to waive defects, and to solicit new proposals. The contract term is one year with three optional one-year extensions. The vendor will be required to enter into a written agreement with the state of Delaware. The state of Delaware reserves the right to incorporate standard state contractual provisions into any contract negotiated. The successful vendor shall promptly execute a contract within 20 days after award. No vendor is to begin any service prior to receipt of a purchase order. The state reserves the right to extend the contract on a month-to-month basis for up to three months after the term of the full contract has been completed. Vendors are not restricted from offering lower pricing at any time during the contract term. The state of Delaware may include liquidated damages provisions for non-performance. Any disputes will be resolved through negotiation, mediation, or arbitration, governed by Delaware law. The state reserves the right to cancel this solicitation at any time. Vendors must affirm that within the past five years, the firm or any officer, controlling stockholder, partner, principal, or other person substantially involved in the contracting activities of the business is not currently suspended or debarred and is not a successor, subsidiary, or affiliate of a suspended or debarred business. The vendor shall maintain books, records, documents, and other evidence pertaining to this contract for a period of five years from the date services were rendered. The state of Delaware requires completion of the Delaware substitute form W-9 through the supplier public portal. Agencies that are part of the first state financial system are required to identify the contract number **** on all purchase orders. The state reserves the right to add terms and conditions during contract negotiations. The state reserves the right to pre-approve any news or broadcast advertising releases concerning this solicitation, the resulting contract, the work performed, or any reference to the state of Delaware with regard to any project or contract performance. The state will not prohibit or otherwise prevent the awarded vendors from direct marketing to the state of Delaware agencies, departments, municipalities, and/or any other political subdivisions, however, the vendor shall not use the state's seal or imply preference for the solution or goods provided. Offerors must complete blocks 12, 17, 23, 24, and 30. The solicitation is for formal human resources training. The contract requires virtual training services one year from the contract award date. The government will determine and provide the contractor with training dates. Training will be conducted during the standard workweek, Monday through Friday. The training is designed to provide information, education, and training for civilian employees in employee and labor relations HR functional areas. The contractor must attend a post-award meeting within 5 business days of the contract award. The contractor must advise the government of any problems or potential problems affecting their performance as soon as they are identified. The government representative will coordinate training schedule and logistics. The government representative will also meet with the contractor to review the contractor's performance following each training event. The government representative shall evaluate the contractor's performance by direct observation of the delivered speaker presentation and/or a review of government-provided and contractor-provided feedback forms. The keynote speaker/trainer must have a working knowledge of the Department of Defense HR laws, regulations, policies, requirements, and recent trends and initiatives in the HR topics. The keynote speaker/trainer must have verifiable and positive references from OPM and DOD services. The keynote speaker/trainer must be able to include interactive dialogue via virtual environment to foster audience participation in the presentation. All training must be presented with the same consistency and quality regardless of the platform, size, or demographic of the audience. The keynote speaker/trainer shall provide a mechanism that measures feedback from each training session and report the findings to the government representative. The contractor shall provide slides and/or videos to be used during instruction at least two days prior to the start of the training event. The contractor shall provide handouts or other information items to the registrant at least two days prior to the start of the training event. The contract includes specific security requirements, including background investigations, access to facilities, and use of the Defense Information System for Security (DISS). The contractor must designate a security representative. The contractor must comply with all DOD OPSEC requirements and complete OPSEC awareness training within 30 days of onboarding the contract and annual refresher training thereafter. All contractor resource onboarding documents must be submitted via the prime contractor. Invoicing by the contractor will begin as of the commencement of the performance period of services and no reimbursement will be paid by the government for efforts expended during the startup period.

NASA requires training materials for career and performance conversations. The procurement is for an enterprise license, keynote presentation, certification courses (internal and external), and workbooks. The vendor will be responsible for technology used in virtual courses. The preferred technology is Teams, but Zoom is acceptable. The period of performance is one year from the date of award.
