This is an invitation to rebid for three-phase padmounted transformers for the North Little Rock Electric Department. The bid covers electrical characteristics and mechanical features of these transformers, including KVA ratings, voltage, insulation, fusing, losses, pressure relief, switching, and cabinet security. Transformers must be made in the United States. Technical questions should be directed to Greg Woodward, and delivery/receiving to Todd Stripling. General bidding questions can be directed to the Commerce Department. Bidders must submit proposals with guaranteed maximum losses and impedance, outline drawings, product bulletins, and a statement of compliance or exceptions. After order placement, approval drawings, copies of drawings and manuals, and certified test data are required. The city encourages participation of small, minority, and woman-owned businesses. Prices quoted are to be net prices, F. O. B. destination. The city reserves the right to reject any or all bids.
The maximum lead time for delivery shall be as stated in the request for quotation (RFQ).
Guarantees and warranties should be submitted with the bid, as they may be a consideration in making an award.
The city of north little rock may accept the bid for the lesser amount whether reflected by the extension or by the correct multiple of the unit price. Quality, time and probability of performance may be factors in making an award.
Bids may be rejected if they are made by a bidder that is deemed unresponsible due to lack of qualifications, capacity, skill, character, experience, reliability, financial stability or quality of services, supplies, materials, equipment or labor.
Liquidated damages shall be determined at the time of contract negotiations, based upon the construction contract price and stated time period set for completion of the project.
Samples of items when required, must be furnished free, and, if not called for within 30 days from date of bid opening, will become property of the city.
