Proposals will be accepted electronically through the Rocky Mountain e-Purchasing System BidNet until no later than 2:00 p. m. MT on Tuesday, August 11, 2026. Proposals received using another method such as email, mail, or hand delivery will not be accepted or considered. Late proposals will not be accepted.

Firms will be evaluated based on their exhibited understanding and familiarity with the project issues as demonstrated by the firms unique perspective and presentation on the proposed strategies, approach, team structure, experience/expertise, and schedule. The selection committee will evaluate the technical proposals based on the following criteria: legal compliance, security officer experience, hiring, operations, technical qualifications.

Proposals will be considered only from contractors or individuals who are firmly established in an appropriate business, who are financially responsible, and who have the resources and ability to offer services in a professional and expedient manner. The successful firm, without additional expense to the city, shall be responsible for obtaining any necessary licenses and for complying with any applicable federal, state, and municipal laws, codes and regulations in connection with the prosecution of the services.

Walk-throughs of various locations are scheduled for the week of July 27th. Attendance at the pre-proposal conference is not mandatory but is highly recommended.

Written questions are due by 2:00 p. m. on July 31, 2026. Questions received after the deadline will not be addressed.

Failure to provide requested information may result in proposal disqualification. Relying on incomplete, inaccurate, or out-of-date information from sources other than BidNet may lead to disqualification. Failure to comply with contact restrictions during the solicitation process will result in removal from consideration.

Bid responses must be submitted through arbuy by July 7th, 2026, at 10:00 a. m. , Central Time. Bid responses for this invitation for bid must be submitted through arbuy, the states eprocurement system, by the bid response due date and time.

All payments will be made via ACH direct deposit. The contractor must provide necessary banking information. All payments to the contractor under a resulting contract shall be made exclusively through ach automated clearing house direct deposit.

Award is expected to be made to the responsive and responsible prospective contractor determined to have submitted the lowest bid that meets the requirements and criteria. The prospective contractor shall have a dedicated agent with at least five years of experience and three years in drafting/reviewing manuscript policies. They must be knowledgeable of insurance coverage and licensed to do business in Arkansas with an AM Best rating of A, FSC XII or better.

Bids submitted by prospective contractors determined to be non-responsible will be rejected. Collusion violates Arkansas procurement law and can lead to suspension, debarment, and referral to the Attorney General's office.
