Quote submissions will be evaluated based upon: Vendor Qualifications 40%, Plan Implementation 40%, Cost Proposal 20%. Quote submissions received will be evaluated by the albany county executives office based upon the following: Criteria weight vendor qualifications 40% plan implementation 40% cost proposal 20%

Vendors must have a meaningful connection to Albany County and the greater capital region, an engaged audience with measurable interaction rates, consistent professional content production, experience with local content, a positive reputation, and active social media accounts. Any vendor submitting a quote to provide services under this rfq shall possess the following minimum qualifications: a meaningful connection to albany county and the greater capital region.

Failure to follow the specified quote format may be cause for rejection. Conditional quotes will not be accepted. Failure to follow this format may be cause for rejection of a quote because adherence to this format is critical for the countys evaluation process

The total estimated award amount for the fiscal year 2027 grant is $1,500,****.

Sealed proposals must be received prior to 2:00 p. m. on Wednesday, August 12, 2026.

Invoices will be processed for payment when approved by the appropriate divisions project manager or designee. The county's payment of an invoice shall not constitute evidence of the county's acceptance of the proposer's performance of the service or the county's acceptance of any work.

Proposals will be evaluated based on experience and expertise (40 points), approach and methodology (50 points), and surveys of past performance (10 points).

Proposers must submit their proposal prior to 2:00 p. m. on the receiving date. Proposals must be submitted in a sealed parcel or electronically through Polk County's secure website, Kiteworks.

Any communication initiated by a proposer or prospective proposer with county staff other than designated contacts shall be grounds for disqualifying the offender from consideration for a contract.

Any proposer desiring to file a protest, with respect to a recommended award of any RFP, shall do so by filing a written protest. The written protest must be in the possession of the procurement division within three working days of the notice of recommended award mailing date.

Failure of a responding proposer to follow instructions could result in disqualification. Communicating with county staff outside of designated channels can also lead to disqualification.
