Proposals may be rejected if the highest scoring proposer and the city are unable to negotiate an agreement, if required funding for the project cannot be obtained, or if no proposals are found to be adequate or responsive. he city reserves the right to reject all proposals. proposals may be rejected for a variety of reasons, including but not limited to, the highest scoring responsive proposers and the city unable to negotiate and agreement

Projects must take place between July 1, 2027 and June 30, 2028.

Proposals are accepted from on-profit arts organizations (and social service nonprofits partnering with arts organizations).

Applications are due on or before Wednesday, July 22, 2026, by 11:59 pm PT.

The request for reimbursement (RFR) form must be submitted by the 15th day of each month for the previous month of service, unless otherwise specified in the notice of subaward (NOSA).

Applications will be scored based on project relevance, current need, priority populations (up to 10 points), capacity and approach (up to 15 points), cost-effectiveness and sustainability (up to 10 points), project impact (up to 10 points), and adherence to application instructions and accurate completion of forms (up to 5 points).

Eligible applicants include nonprofits, public agencies, and for-profit businesses that are in good standing with the state of Nevada and the federal government. Applicants must not have outstanding audit findings from ADSD or the Department of Health and Human Services.

Failure to comply with reporting requirements can place a subrecipient's funding in jeopardy and will result in fiscal monitoring findings.

Applications that are incomplete or fail to meet all submission requirements will be rejected. Failure to comply with reporting requirements can jeopardize funding.

The total estimated federal funding available is $60,****.

Proposals must be submitted by July 10, 2026, at 12:30 PM. Proposals received after the scheduled due date and time will not be considered.

Payment for goods and services will be processed within 30 days of receipt of a valid invoice. Payment for goods services arising out of the contract resulting from this solicitation and received by the city shall be processed within 30 days of receipt of a valid invoice.

The successful offeror warrants that its staff is knowledgeable and experienced and will use best skill and attention to provide the work professionally and timely. By signing its proposal, the successful offerors shall be deemed to have represented that its staff is knowledgeable about and experienced in performing the work required in this solicitation and warrants that it shall use best skill and attention to provide the above described work in a professional, timely manner.

Proposals will be evaluated based on compatibility of mission, management expertise, proposal for management services and budget, financial strength, track record of community engagement, and the proposed approach for year 1 redesign planning.

Offerors must be qualified individuals, businesses, or agencies with demonstrated experience in youth development, community outreach, and program management. References for at least 4 municipal projects in the past year are required.

Disqualification may occur for reasons such as collusion, litigation against the city, arrears on contracts, or failure to perform. Violations of program rules may result in temporary or permanent suspension.

Respondents contacting city employees or officials outside of designated procurement staff may be disqualified. Unauthorized communications are considered unofficial and nonbinding.

The volunteer program dates are Monday, July 13th to Friday, July 17th, 2026, from 8:30 am to 4:00 pm CST.

Volunteers should be energetic and caring, passionate about visual arts, music, theater, dance, creative learning, or inspiring youth.
