This is a request for proposal (RFP) for the supply of road salt in Vermont. Bidders must submit their proposals electronically by September 22, 2025, 4:30 PM EST. The contract period will be 5 years, with consideration for annual price adjustments. The state will make no attempt to contact interested parties with updated information. It is the responsibility of each bidder to periodically check the webpage for any and all notifications, releases, and addendums associated with this solicitation. The state reserves the right to obtain clarification or additional information necessary to properly evaluate a proposal. Failure of bidder to respond to a request for additional information or clarification could result in rejection of that bidder's proposal. Bidders must price the terms of this solicitation at their best pricing. All equipment pricing is to include FOB delivery to the ordering facility. No request for extra delivery cost will be honored. All equipment shall be delivered assembled, serviced, and ready for immediate use, unless otherwise requested by the state. No charge for packing, shipping, or for any other purpose will be allowed over and above the price quoted. The state will consider the revenue to the state from the lease of state-owned rail beds in evaluating bid proposals. Bidders must include a signed statement in their bid package certifying the percentage of the salt quoted in each VTrans district that qualifies for the revenue consideration. The state may award one or more contracts and reserves the right to make additional awards to other compliant bidders at any time if such award is deemed to be in the best interest of the state. The state intends to award by garage, not district. Once delivered, salt will remain at the designated garage unless an emergency situation requires redistribution due to supply and demand, or to ensure compliance with our snow ice control plan. All other considerations being equal, preference will be given to resident bidders of the state and/or to products raised or manufactured in the state. Bidders must complete the certificate of compliance form, which includes questions about non-collusion, contract terms, form of payment, additional purchasers, resident bidder status, executive order **** (climate change considerations), executive order **** (solidarity with the Ukrainian people), domestic preferences, environmental information, and acknowledge receipt of any addenda. Bidders must also submit a quality control plan, test data annually and upon request, and a description of the anti-caking treatment used, the quantity of inhibitor per ton of salt, and lab procedure method for determining the uniform presence of the anti-cake. The state reserves the right to reject all deliveries for the day if there are contaminants in the salt. The state reserves the right to reject any and all bids, in whole or in part, with or without cause, and to waive technicalities in submissions. The state also reserves the right to make purchases outside of the awarded contracts where it is deemed in the best interest of the state.

The Office of State Procurement has suspended in-person attendance at public bid openings. Bidders must submit an electronic online response via a provided link. A physical response can also be submitted to the address provided. The opening date is **** at 10:00 am CST. Bidders must be registered in the lagov vendor system. Payment is to be made within 30 days after receipt of a properly executed invoice or delivery, whichever is later. All bids must be returned in an envelope or package clearly marked with the bid opening date and bid number, or submitted online. Bids are subject to Louisiana laws and regulations. Bidders must specify the brand and model number of the product offered. Bidders proposing an equivalent brand or model should submit information such as illustrations, descriptive literature, and technical data. Bid prices must be complete, including transportation prepaid to destination and firm for acceptance for a minimum of 30 days. If accepted, prices must be firm for the contractual period. Vendors are responsible for including all applicable taxes in the bid price. State agencies are exempt from all state and local sales and use taxes. All products must be new, never previously used, and the current model and/or packaging. The state of Louisiana has the right to terminate the contract for any of the listed reasons. The state of Louisiana may terminate the contract for convenience at any time. Failure to deliver within the time specified or to provide the services as specified in the bid will constitute a default. All contracts shall be construed in accordance with and governed by the laws of the state of Louisiana. Bidders must comply with civil rights laws. Any qualified individual with a disability who desires to attend the bid opening must notify the office in writing not later than 7 days prior to the bid opening date. The contractor agrees to defend any claim or action, or take other appropriate measures, to indemnify, and hold harmless, the state, its officers, its agents, and its employees from and against all claims and actions for bodily injury, death, or property damages caused by the fault of the contractor, its officers, its agents, or its employees. Evidence of authority to sign and submit bids must be provided. Any public entity is authorized to reject a proposal or bid from, or not award the contract to, a business in which any individual with an ownership interest of five percent or more has been convicted of, or has entered a plea of guilty or nolo contendere to, any state felony or equivalent federal felony crime. The contractor hereby agrees to adhere to the mandate dictated by the Copeland antikickback act, the clean air act, the energy policy and conservation act, the clean water act, the antilobbying and debarment act, and the prohibition of discriminatory boycotts of Israel. Bidders must be registered with the Louisiana Secretary of State. Bid amounts must be submitted in US dollars. The price submitted was independently arrived at without collusion.
