Proposers must demonstrate their qualifications and experience, including the qualifications of key personnel and team members, past performance, references, system design, architecture, capabilities, customer support, warranty, and maintenance. The proposal must also include a detailed implementation schedule.

Failure to participate in an interview, if elected by the city, may result in disqualification from consideration for the project. Material misstatements and/or inaccuracies in the proposal may also be grounds for rejection or termination.
