Hum Government Bids & RFPs

Bids are due July 31, 2026, at 2:00 p. m. Central Time.

Attendance at the prebid meeting is optional but highly encouraged.

Responses to this IFB must be received August 14, 2026, 10:30 am Central Time.

Payment will be made in accordance with the pricing provided on Exhibit C Pricing Sheet. The HHS agency must acknowledge that services have been satisfactorily performed prior to approving the invoice for payment.

The bidder shall have relevant experience of at least five (5) years. Bidders' personnel must have at least three (3) years of relevant experience.

Contractor will be required to do a site visit for each job to ensure all details are outlined in the estimate that is required. This does not apply to emergency repairs.

Failure to comply with sole point of contact requirements may result in disqualification. Including assumptions in a response could result in disqualification.

The estimated historical spend for the same or similar services is $60,**** for the period of September 01, 2023, to August 31, 2026.

Responses must be received by August 14, 2026, 10:30 am.

Payment will be made in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act.

Award will be made to the bidder who provides the best value to the state, considering bidder meeting or exceeding requirements and specifications, ability to meet performance delivery requirements, and price.

Bidders must submit a comprehensive response which includes all required information and documentation as outlined in this IFB to ensure the bidder meets all requirements, possesses the required experience and qualifications, and has the capacity to provide the goods and/or services described in this IFB.

Failure to comply with sole point of contact requirements may result in disqualification. Including assumptions in a response could result in disqualification. Failure to monitor the ESBD for addenda may result in disqualification.

Responses must be received by August 14, 2026, 10:30 am CT. Deliveries are to be made between 7:00 am and 2:00 pm on the date specified on the purchase order, but not between 11:00 am and noon.

Payment will be made in accordance with chapter **** of the Texas Government Code (Texas Prompt Payment Act). Invoices must include the contract or purchase order number and describe work completed. HHSC must acknowledge satisfactory performance before approving payment.

Awards will be made to the bidder who provides the best value to the state, considering the bidder meeting or exceeding requirements and specifications, ability to meet performance delivery requirements, and price.

Bidders must submit a comprehensive response including all required information and documentation to demonstrate they meet all requirements, possess the required experience and qualifications, and have the capacity to provide the goods and/or services.

The contractor shall be responsible for the difference in cost if HHSC purchases needed items locally on an emergency basis due to shortages or damaged products. HHSC may purchase late items on an emergency basis and charge any resulting increase in price to the awarded vendor.

Texas Administrative Code, Title 1, Part 15, Chapter 391, Subchapter C provides a formal protest procedure for aggrieved bidders.

Bids lacking adequate literature for alternative brand evaluation may be disqualified. Failure to comply with sole point of contact communication requirements may result in disqualification. Failure to submit required documentation by deadlines may result in disqualification.

The estimated historical spend for the same or similar goods or services was $50,**** for the period 09/01/2025 through 08/31/2026.

Responses must be received by August 17, 2026, 10:30 am CT. Deliveries are to be made between 8:00 am to 11:30 am and 1:00 pm to 4:00 pm on the date specified.

Payment will be made in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and describe work completed. Payment is made after satisfactory performance and receipt of goods.

The award will be made to the bidder who provides the best value to the state, considering the bidder's ability to meet requirements and specifications, meet performance delivery requirements, and price.

Bidders must submit a comprehensive response including all required information and documentation to ensure they meet all requirements, possess the required experience and qualifications, and have the capacity to provide the goods and/or services.

HHSC reserves the right to purchase late items on an emergency basis and charge any resulting increase in price to the awarded vendor. Products delivered that fail to meet specifications or are not the actual items awarded may be rejected or returned at the vendor's expense.

The formal protest procedure is provided in Texas Administrative Code, Title 1, Part 15, Chapter 391, Subchapter C.

Failure to comply with submission instructions, including timely receipt of responses, may result in disqualification. Submitting exceptions to the IFB could also lead to disqualification.

The estimated historical spend was between $25,**** to $50,**** for the period FY 2025.
