This is a Request for Quotation (RFQ) for commercial products and services, specifically phosphor imaging screens and related services. The acquisition is being solicited as unrestricted competition. Offerors must have an active registration in the System for Award Management (SAM. gov). Quotations must be submitted electronically via email by 11:00 AM Eastern Time on June 9, 2026. Questions concerning the solicitation must be submitted in writing no later than 5 calendar days after the issuance date. The quotation should be divided into three volumes: Technical, Price, and Terms and Conditions. Award will be made to the responsible offeror who meets all required technical specifications and proposes the lowest price (lowest priced, technically acceptable). Offerors must clearly identify any other or unknown charges applicable to products manufactured outside the United States. Price quotations must remain valid for 90 days.
Offerors shall submit their electronic quotations, via email, so that NIST receives them not later than 11:00 AM Eastern Time, June 9, 2026.
The offeror shall submit technical approach and capability documentation which may include a narrative, charts, graphs, tables, drawings, product service literature, and as applicable, demonstrated authority to provide the necessary items and perform the required services identified in the statement of work attachment 1. The documentation shall clearly describe, in sufficient detail, the vendors authority, proposed items, resources and methods to successfully fulfill the requirements including specifications, performance capability requirements, delivery schedules, warranties, and all service requirements.
Award shall be made to the responsible offeror who: 1 meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation 2 proposes the lowest price. Award shall be made to the lowest priced, technically acceptable offeror.
Quoters/contractors must possess an active registration in the System for Award Management, www. ***. *. *, when submitting a quotation and shall continue to hold an active registration until time of award, during performance, and through final payment of any purchase order or contract resulting from this solicitation.
If the SAM. gov registration is not active, the quotation will not be considered for award.
