Request for proposals for on-call marine repair services. Services include underwater and splash zone repairs, mechanical and structural repairs, hardware replacement, mooring and decking, debris removal, and emergency work. Contract term is up to five years, starting September 17, 2026. Proposals are due July 17, 2026, by 3:00 PM. Questions are due July 3, 2026. Selection criteria include relevant experience, availability and response time, technical approach, price, and overall proposal quality. Contractors must hold relevant licenses and have at least 5 years of experience. Emergency work requires a 24-hour response. Proposals must be submitted electronically. The Trust reserves the right to award to multiple contractors.
Proposals are due by 3:00 PM on July 17, 2026.
Progress payments are made monthly, and final payment is made upon satisfactory completion of all work and submission of required documentation. Retainage of five percent is held.
Selection will be based on relevant marine experience (30%), availability and response time (20%), technical approach (20%), price (20%), and overall organization, completeness, and quality of proposal (10%).
Contractors must hold relevant marine construction licenses, have a valid commercial diving certification (or a subcontractor with one), and possess a minimum of 5 years of experience in urban waterfront environments with active public use. They must also comply with OSHA and Coast Guard regulations.
Failure to respond or conduct site visits more than five times may result in unilateral termination of the contract. Delays caused by the contractor may lead to deductions from payments or claims for damages.
For non-emergency requests, contractors shall coordinate a site visit within 48 hours. For emergencies, a site visit and proposal may be required within 24 hours.
Failure to comply with equal employment opportunity requirements may result in a finding of nonresponsiveness, nonresponsibility, or a breach of contract, leading to withholding of funds, suspension, or termination.
