Sealed proposals will be received at the office of the city clerk, city hall, until 2:00 PM, Tuesday, March 18th, 2025. The city reserves the right to reject any or all bids and to waive any informality in any bid received. Additional documents, including a completed statement of licensure, bidder's list of subcontractors, non-collusion affidavit, information required of bidder, and certificate regarding workers compensation, are required. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. The contract will contain provisions permitting the successful bidder to substitute securities for any moneys withheld by the city to ensure full performance of the contract. The city reserves the right to temporarily retain 5% from each payment to the contractor until all work and other requirements of this contract are complete. The contractor shall furnish a payment bond and a performance bond. The penal sum of the performance bond will be 100% of the contract price. The penal sum of the payment labor and materials bond will be 100% of the contract price. The contract time for the project construction shall be 45 working days from the date established in the owner's notice to proceed following city approval. The work shall be performed by a contractor who is licensed in accordance with the provisions of chapter 9 of division 3 of the business and professions code. The proper classification required to perform this contract is a, general engineering contractor, c8 concrete, or a combination of specialty licenses that would include all items of work. The contractor shall submit a list of five or more similar construction projects completed in the last five years, including the owner's name, address, and telephone number. Failure to demonstrate adequate experience may be grounds for rejection of the bid as nonresponsive. The contractor shall provide and maintain traffic control as may be necessary to prevent accidents to the public, to direct traffic, and to protect the work from injury or damage due to any cause. Prior to the start of work, the contractor shall submit a comprehensive traffic control plan for city review/approval. Traffic control work shall conform to the Caltrans manual of traffic controls for construction and maintenance work zones, latest.
