Cameron County is seeking Statements of Qualifications for professional engineering design services for airport improvements over five years. Key services include runway rehabilitation, taxiway construction, electrical improvements, and environmental evaluation. Proposals are due July 29, 2026. Selection criteria include team experience, technical approach, schedule adherence, and construction management experience. Price is not a selection factor for the initial selection of the architect/engineer.
RFQs are due no later than July 29th, 2026, at 3:00 p. m. CST. RFQs received later will not be considered.
Payment shall not be due until invoices are submitted after delivery and inspection. Payment in full will be made within thirty (30) days of delivery, inspection, and receipt of invoice. The county may apply payments towards any debt owed to Cameron County.
Selection is based on weighted quantitative scoring: 1. Recent experience (25 points), 2. Proposed technical approach (30 points), 3. Project design schedule and ability to meet schedules (25 points), 4. Construction management experience (20 points). Negotiations will begin with selected vendors, and Commissioners Court will make the final selection.
Firms must submit a Statement of Qualifications (SOQ) with no more than nine 8. 5x11-inch single-sided pages. The SOQ must include project understanding, technical approach, similar project experience, project design schedule, and team qualifications. The project manager must be a professional engineer licensed in Texas by the submission deadline.
Failure to sign each page will disqualify the offer. Failure to submit RFQs by the deadline will result in them being returned unopened. Failure to acknowledge addenda may result in disqualification.
Failure to sign RFQ, failure to submit by deadline, failure to acknowledge addenda, failure to sign each page, and submitting more than one response as a prime provider can lead to disqualification.
