The RFQ will be for one firm fixed price contract and will be made to the responsible offeror whose quote conforms to the solicitation requirements and is the most advantageous to the government.

The Protestant Worship Leader shall be proficient at playing guitar or piano, singing, and leading worship for Protestant services. They must be able to sightread music and/or play by ear, be familiar with and able to play, and teach others to play, a variety of contemporary, modern, and traditional hymns/worship songs common in Protestant worship. They must be able to recruit volunteers and lead a team of individuals forming a worship team. They must be able to conduct worship practices, select music, and stay current with music licenses. They must have a working knowledge of audiovisual equipment and other sound equipment. They must have a strong theological grasp of the Protestant faith and openness to a wide variety of faith expressions within the Protestant community. They must be at least eighteen (18) years of age and able to communicate written and orally in English. Previous experience in a Protestant military chapel setting is preferred but not required.

If at the time of award an offeror is not actively and successfully registered in the SAM database, the government reserves the right to award to the next prospective offeror.

The contractor shall demonstrate familiarity with and commitment to support the Catholic faith and practice, be an active and practicing Roman Catholic, possess exemplary moral character, have a minimum of six months experience in a Roman Catholic parish office environment or fifteen college credit hours in religious sciences/theology, and be a certified catechist by the Archdiocese for the Military Services (AMS).

The contractor and all individuals assigned to specified positions must submit a resume that includes proof of education, experience, and include two 2 professional letters of reference. Contractor will ensure the following is included: Must be 18 years of age and hold a high school diploma. Provide instrumental accompaniment for the catholic service choir. Have at least 2 years of experience as a church music director or worship leader in a catholic service setting. Ability to play piano skillfully. Provide letter of reference from a catholic priest confirming required experience and competence in providing musical accompaniment for the mass. Have knowledge of, and experience with, catholic service music. Be able to work cooperatively in an interfaith setting with chaplains, staff, and parishioners of varied and diverse religious backgrounds. Respect for other religious groups must be maintained. The contractor or subcontractor providing the service shall be able to arrive at all scheduled service and rehearsal times reliable throughout the year.

Failure to satisfactorily complete, maintain and present compliance of the criminal history background check requirement listed above shall result in termination of the contract.
