The period of performance for the initial contract year is from September 29, 2026, to September 28, 2027. Option periods extend performance annually up to September 28, 2031.

Payment will be made by Wide Area Workflow (WAWF) electronic submission of invoices and receiving reports. The amounts requested are only for performance in accordance with the terms and conditions of the contract.

The award will be made to the lowest price technically acceptable offered.

Offerors must provide a copy of a historical chamber of commerce certificate of membership (Certificato Storico di Iscrizione alla Camera di Commercio) not older than 90 days, proof of registration in Duns, NATO Cage, and SAM databases, and a DURC (Documento Unico di Regolarità Contributiva) not older than 90 days. The business purpose must include catholic priest services.

Offers may be rejected if they do not meet minimum requirements, are not in English (except for the chamber of commerce certificate), or if the offeror fails to provide all mandatory documentation. Any offeror offering less than all of the solicitation requirements may be precluded from consideration for award.

The contracted music director shall have a bachelors degree in music or related field and/or five 5 or more years of experience in church music ministry, or equivalent academic credentials in a chapelchurch setting. They must skillfully play the pianokeyboard, sight read, arrange, play, and score music, and conduct leadership and musical skills to lead the choirworship team. A recorded technical evaluation audition satisfactory to the assigned chaplains is required.

Proposals are due by noon, 14 August 2026. The program runs from September through the first week of June.

The Roman Catholic RE coordinator must be a practicing Roman Catholic in good standing. Preferred qualifications include a Bachelor's degree in theology, theological studies, or religious studies, or at least a minor in one of these fields. A minimum of two years of experience as a Roman Catholic RE coordinator and/or 5 years teaching experience in a Roman Catholic religious education program is preferred. AMS catechist certification is required or must be obtained within 30 days of contract award.

Failure to meet security requirements, including background checks and Virtus training, could lead to disqualification. Not obtaining AMS catechist certification within 30 days of award is also a risk.
