Waste Sector Government Bids & RFPs

Proposals shall be evaluated based upon, but not limited to, the following criteria: experience with public sector executive recruitment, recruitment methodology and approach, references and past performance, and cost proposal.

The consulting firm shall demonstrate: a. public sector recruitment experience, b. new jersey public entity experience, and c. utility industry knowledge.

A penalty of **** for each person for each calendar day during which such person is discriminated against or intimidated in violation of the provisions of the contract.

A score of less than 75 shall result in a rejection where the proposer will not meet the legal standard of most advantageous, price and other factors considered.

Response to this solicitation is due no later than: **** at 3:00pm

The award will be made to the lowest responsible vendor meeting the specifications and all terms and conditions.

Responders are encouraged, but not required, to conduct a site visit at the Minnesota Veterans Home located at 920 Anne Street NW Bemidji, MN ****. , no later than August 6, 2026.

The proposal submission deadline is Wednesday, August 26, 2026, 3:00 PM EST.

The agency will pay for actual services provided only. No deposits or retainer fees will be paid. For hourly services, detailed backup of hours worked is required.

Proposals will be evaluated on a best-value basis, considering objective factors (proposed costs) and subjective factors (technical understanding, capacity, experience, and past performance).

Contractors must possess a valid state of Maine contractors license, all required local hauler permits, and be capable of providing services for all agency sites. They must not be debarred or suspended by the state or federal government.

Failure to correct work deficiencies can be cause for contract termination. Failure to comply with payroll record availability requirements may result in penalties.

A site visit is optional but highly recommended, scheduled for Wednesday, August 11, 2026, from 2:00 PM to 4:30 PM EST.

Questions must be submitted in writing by Monday, August 17, 2026, 3:00 PM EST.

Proposals may be rejected for not meeting requirements, incomplete submissions, offering non-requested services, not obtaining documents from the eprocurement marketplace, or communicating with agency staff other than the Contracting Officer.
