Required delivery is 60 days AROA (After Receipt of Order).

Offerors must be registered with SAM. gov. The requirement is a small business set aside, and the offeror must qualify under the applicable FAR part 19 notice clause.

Interested parties must demonstrate capabilities in providing a comprehensive range of day-to-day operations and maintenance services, familiarity with PIADC, knowledge of DHS and federal policies, experience within regulatory mandates, and experience with generally accepted standards. demonstrated experience providing a comprehensive range of daytoday operations and maintenance services, including but not limited to: facility upkeep and maintenance it support and help desk services hospitality and housekeeping hvac transportation and motor pool management e. g. , ferries, buses, vehicles skilled trades such as painters, carpenters, plumbers environmental protection cafeteria services emergency response including fire, emt, and health clinic services waste management records management and document control project, quality, and business management procurement mail processing and courier support staff training asset management administrative services development of standard operating procedures occupational health clinic services and workplace safety.

Respondents shall provide tailored capability statements addressing experience as the prime contractor in performing repairs and modifications to telescoping boom marine cranes, including installation of replacement LMI systems, with supporting documentation.

Proposal submission deadline is by 5 p. m. on Friday, September 4, 2026.

The city's payment terms are net 30 days from the date of invoice. No prepayment or partial up-front down payment will be made.

The city will base its decision on the response that provides the strongest overall value and clearest path to successful completion, considering technical approach, understanding of objectives, project management, community engagement, schedule, CEQA strategy, and team qualifications.

Consultants must be qualified multidisciplinary teams with demonstrated experience in leading complex, multidisciplinary planning efforts. Key personnel resumes and firm qualifications are required.

The city may terminate a prospective consultant from the RFP process or any agreement if they have made a material misstatement, misrepresentation, or provided materially inaccurate information.

The total budget for Escondido **** is $2. 25 million.
