Sealed bids for digester no. 2 cleanout will be received by the purchasing officer of the joint meeting of Essex and Union counties on Thursday, July 31, 2025 at 10:00 AM via Zoom. This is a performance work statement (PWS) for cleaning grease traps at Dyess AFB, Texas, for FY25. The contract period is a base year and four option years. The contractor is responsible for providing all necessary resources (management, supervision, tools, equipment, transportation, materials, parts, and labor) to clean outside/inside/underground gravity grease traps. Appendix A lists trap locations, sizes, and cleaning frequencies. Appendix B lists required reports and documentation. The government will provide security, fire protection, and water access. The contractor must comply with OSHA, TECQ safety requirements, and develop and implement a quality control plan. Monthly servicing requirements will be provided by the COR. The contractor must submit a monthly work schedule. Records of service must be delivered within 10 days of completion. The contractor must provide a contract manager and employees must have valid licenses and certifications. Security requirements are detailed, including badge requirements (Dyess Form 173), vehicle identification, and procedures for day laborers.
