The bid must be submitted on the provided blank bid form and conform to the terms and conditions in the instructions to bidders, general conditions, and special conditions of the contract. All bids are subject to staff analysis. The city reserves the right to accept or reject any and all bids received and waive any and all irregularities. The contract is for a three-year period with an option to extend for two additional one-year periods. Pricing must include any pickup costs. The city will not incur any additional charges for samples being picked up weekly. The city of Ofallon reserves the right to perform all, some, or none of the testing listed in-house. The bid must include sample preparation fees, all supplies needed for appropriate testing, including sample containers. Testing results can be sent electronically through email as a PDF and a CSV file. Samples must be picked up weekly from the Ofallon plant at 150 Firma Road, Ofallon, MO 63366. The pricing stated by the bidder in the bid documents shall remain firm for a three-year period from the start date of the contract. No price increases will be allowed for the duration of the contract. Price decreases are allowed at any time. The successful bidder will be awarded a three-year agreement effective the date of award. At the city's option, the agreement may be renewed for two additional one-year periods. In no event shall the term plus renewals exceed five years. The items purchased under this agreement may be subject to a price increase at the time of renewal, by mutual agreement. The exact increase or maximum percent increase shall be indicated on the price sheet of this bid packet. Price decreases are allowed at any time. Request for a price increase must be presented to the city at least sixty days before the expiration of the current agreement. If a request for increase is not presented, the prices will remain.
