This is a Request for Quote (RFQ) for generator maintenance services at the Edward Hines Jr. VA Hospital. The contract will cover load bank testing and preventive maintenance for 20 generators over a base year and four option years. A mandatory site visit is scheduled for July 21, 2026. Questions must be submitted via email by July 24, 2026. The solicitation closes on August 31, 2026. The estimated total value is $12. 5 million. Contractors must comply with facility requirements, including parking, drug-free policies, and no-smoking rules. A Non-Disclosure Agreement (NDA) is required. The contract is for commercial items and services, acquired under FAR Part 12 and Part 13.
The contract period includes a base year from September 1, 2026, through August 31, 2027, with four option years extending through August 31, 2031.
Payments will be made in accordance with the Prompt Payment Act. Invoices shall be submitted monthly in arrears via electronic submission to the Veterans Affairs Financial Services Center (VAFSC) through Tungsten Network eInvoicing. Payments shall be made in arrears upon receipt of a properly prepared invoice.
The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.
Contractor shall have knowledge of and ensure compliance with the current version of VHA Directive ****, NFPA 99 and NFPA 110, Joint Commission Standards, local, state, and federal regulations, ASTM fuel testing standards, OEM guidance, and VA engineering policies.
Failure to comply with facility requirements shall be considered a material breach of this contract and may be a violation of federal law resulting in charges answerable in the United States district court.
It is strongly suggested and expected that the offeror inspect the campus to be serviced. Site visit is scheduled for July 21, 2026 at 9:00 am local time. All interested parties are to meet Cor Keith Schmidt **** at Hines Campus, Building 2, Main Entry.
Questions must be submitted in written form via email to the contracting officer no later than Friday, July 24, at 4:30 pm local time.
Failure to comply with facility requirements shall be considered a material breach of this contract and may be a violation of federal law. Violations of VA regulations may result in citation answerable in the United States federal district court.
