The material is for a crucial shipboard system, and incorrect or defective material could lead to serious consequences. Special emphasis material level I, scope of certification, and special control procedures are invoked. The cable assembly must meet toxicity and flammability requirements. Various specifications and drawings are applicable. Quality assurance requirements include maintaining a quality system in accordance with ISO **** or an acceptable alternate. Contractor inspection, subcontractor inspection, and government furnished material/equipment controls are detailed. Traceability and certification are critical. Final inspection includes material sampling and 100% inspection of objective quality evidence and traceability data. Test certifications must be positive and unqualified. First article testing is required. Packaging must be in accordance with the contract schedule and MIL-STD-2073. The ECDS system is available for data submissions and inquiries.
The proposed delivery schedule includes submission of all certification data 20 days prior to delivery, PNSY review and acceptance of certification 6 working days after receipt, final delivery of material 400 days after receipt, weld procedure and qual data 120 days after receipt, and ADC LT approval of weld procedures and qual data 60 days after receipt, and FAT report 180 days after approval of PR LT approval of FAT report 60 days after receipt.

A one-year warranty is required after the last delivery under the contract for supplies of a noncomplex nature.
The CLINS within this solicitation will be reviewed at CLIN level for determination of award, with award decision being made at CLIN level. This may result in multiple awards to multiple vendors.
The contractor must provide and maintain a quality system in accordance with ISO ****, with calibration system requirements of ISO **** or ANSI **** with ISO **** quality system in accordance with ****, with calibration system requirements of ****, is acceptable as an alternate.
Material sampling is required for form, fit, and function. Lot acceptance is based on zero defects and lot rejection based on one defect. The sample size is in accordance with the sampling plan in the applicable military specification or standard, federal specification or standard, or drawing. For small lot sizes of fifty or less, the minimum sample size is eight units. For lot sizes of eight or less, the sample size is one hundred percent of the lot.
The use of incorrect or defective material would create a high probability of failure resulting in serious personnel injury, loss of life, loss of vital shipboard systems, or loss of the ship itself.
