The license subscription period is 1 year with 4 option years, with a requested start date of July 1, 2026. The provided POP dates range from 06/30/2027 to 06/30/2031.

Offerors shall be an original equipment manufacturer (OEM), authorized dealer, authorized distributor or authorized reseller for the proposed supplies, equipment and/or services. Offerors shall provide proof of authorization verified by an authorization letter or other documents from the OEM at the time of offer submission and prior to closure of solicitation. The contractor will require a facility security clearance at the secret level. Contractor will need cleared personnel able to attend classified meetings and review classified information up to the top secret level.

The initial project is to be completed by December 31, 2026. The contract may be renewed for 4 additional years at the County's discretion.

The terms of payment shall be net 30 following inspection and acceptance of goods/services or receipt of invoice, whichever is later, unless agreed to otherwise.

Proposals will be evaluated on the following criteria: Introduction and key personnel, Experience and firm stability, Proposed project schedule and design, Statement of work and project approach, Fit and appropriateness of proposed solution, Quality completeness of proposal, Cost proposal, Interview/presentation, References.

The firm must have a minimum of one 1 year of experience providing similar services. The firm must be registered or be willing to register with the Colorado Bureau of Investigations Criminal Justice Information Systems (CJIS) vendor management program and provide personnel that have passed a CJIS background check if requested.

Offerors who fail to perform in accordance with their response are subject to the county striking that offeror from future bidding opportunities for a period to be determined by the procurement manager.

Any contractor wishing to provide a response to this solicitation should attend the conference and will have an opportunity to meet with the county's representative and address any questions that may arise. This conference is the only time that interested vendors can communicate directly with the project team.
