Sealed bids must be received by 3:00 PM on September 7, 2017, at the Town Clerk's Office. The awarded contractor must be a full-service contractor, licensed in Rhode Island, for the professional design, permitting, vending, installation, startup, and operation and maintenance service of the installed OWTS. The bid award shall be made by the evaluated method and evaluated by a minimum of the following criteria: cost, experience of the bidder, ability to complete the work in a timely manner, professional reputation of the bidder, and other criteria determined relevant by the town. The town reserves the right to reject any and all bids and to accept that bid which it deems, in their sole judgement, to be in the best interest of the town. A pre-bid meeting will be held on August 23, 2017, at 9:00 AM at the Charlestown town beach parking lot. The bid is contingent on existing funding approval through the Charlestown coastal watershed protection and restoration program grant awarded by the Environmental Protection Agency. Property owners may be compensated up to 75% of the cost of the engineering design, permitting, components, materials, and installation of nitrogen-reducing OWTS up to $18,000 per system. Additional costs outside of the grant cap must be paid by the property owner. The winning bidder must be insured for general liability, motor vehicle liability, and workers' compensation in amounts sufficient to satisfy town requirements for the duration of the contract period. The winning bidder must provide a certificate of insurance listing the town of Charlestown as additional insured prior to the issue of the contract. Bidders must comply with all local, state, and federal laws, codes, and regulations, and with all ordinances and must secure all necessary permits and licenses. This project is subject to all safety and health regulations and all labor and wage laws from all three hands of government. Payment will be rendered upon receipt of invoice and will be payable within 30 days upon receipt of the finished product. Bidders must have a minimum of five years of experience and a minimum of ten projects completed. Out-of-state corporations must qualify or register to transact business in the state of Rhode Island.
