Proposals are requested for the design and renovation of Pirate Park playground. The estimated budget is $340,000. A non-mandatory site visit is encouraged. Proposals are due by July 21, 2026, at 10:00 AM. Questions are due in writing by July 10, 2026. The project includes design, community engagement, purchase, and installation of new equipment and surfacing. The timeline for completion is Spring 2027. Award will be based on the best overall design concept, considering quality, experience, qualifications, and other factors, not solely price. A bid bond of 5% of the total bid is required.
The project is expected to be completed by Spring 2027. Construction work on approved elements must commence within 10 days of the Release for Construction (RFC) date.
Periodic progress payments will be made within 30 days of the Project Manager's approval of completed work. For construction work, progress payments will not exceed 90% of the amount due until 50% of the work is completed. After 50% completion, retainage may be reduced to 5%. Final payment will be made upon receipt of as-built drawings.
The general warranty for the work is for 2 years from the date of probationary acceptance. The synthetic turf is warranted for 8 years. The contractor guarantees the work will be free of defective materials or workmanship.
The town intends to select the bidder with the best overall design concept. Other considerations include quality of product, past experience, qualifications, services offered, warranties, maintenance considerations, long-range costs, and delivery.
A bidders qualification statement is a prerequisite for award, intended to assure a high degree of workmanship and timely completion. This statement must be answered in full and submitted with the bid.
Failure to complete the work within the specified time will result in liquidated damages, with amounts varying based on the contract price, ranging from $350 to $2,250 per day.
A site visit is encouraged but non-mandatory. The site is open to the public, and a site meeting will not be hosted by the town.
Upon request, the contractor shall furnish samples and shop drawings to the Project Manager for review.
Incomplete, false, or misleading information provided by a bidder shall be grounds for rejection. Failure to comply with specifications not included in manufacturer specification sheets may also lead to disqualification.
