This is a sources sought announcement for landscaping and grounds maintenance services at the VA Greater Los Angeles Healthcare System. The tender is for a two-year contract to service athletic fields in Jefferson Parish. Bidders must inspect the site, and all bids must be received online by September 16, 2025, at 2:00 PM via www. ***. *. * requirements for bid instructions, affidavits, and insurance have been revised. Site visits are mandatory. Work will be performed during normal working hours, with scheduling required 5 days in advance. The job site must be kept clean. A preinstallation conference will be held before work commences. Work must be substantially completed within 30 consecutive calendar days from the notice to proceed. The successful bidder must provide final insurance certificates within 10 days of bid opening. The bidder must agree to make changes, replacements, and corrections to defects in materials and/or equipment within the warranty period, at no cost to the owner. All required permits must be obtained prior to the start of the project. The bidder must submit a completed, signed, and notarized generic bid affidavit. The bidder must also provide proof of the authority of the signing individual. Bidders must comply with all provisions of Louisiana law, the Jefferson Parish Code of Ordinances, the Louisiana Code of Ethics, and applicable Jefferson Parish ethical standards. The parish reserves the right to award the contract to the lowest responsive and responsible bidder. Bid prices must remain valid for 45 days. Protests must be submitted in writing within 48 hours of the release of the bid tabulation. Preference is given to Louisiana-produced materials. The parish is exempt from paying sales tax. Bidders are not to discriminate against any person in the US. A pre-bid conference is mandatory. Freight charges should be included in the total cost. The contract is on an as-needed basis. The contract may be eligible for FEMA reimbursement and/or federal funding reimbursement. The contractor shall not pay any state or local sales or use taxes on materials and equipment affixed to the immovable property of the project. The technology affidavit is required. All public work projects in excess of $5,**** will be reduced to a formal contract. All awards in excess of $25,**** will require both a performance and a payment bond. A bid bond is required with bid submission. The parish reserves the right to cancel the contract at any time by issuing a 30-day written notice. The bidder must provide satisfactory evidence of the authority of the person signing for the agency, corporation, partnership, or other legal entity. The bidder must acknowledge receipt of any addenda on the bid form.
