Any actual or prospective proposer who is aggrieved in connection with the solicitation or subsequent award of a contract may protest to the University of Colorado within seven working days after such aggrieved person knows, or should have known, of the facts giving rise thereto. Failure to strictly comply with the RFP requirements, submission of inaccurate or false information, improper communications or collusion, default or termination for cause of public or private contracts within the past five years, delinquent arrearages owed to CU, and failure to submit proof of licensing or franchise authority may result in disqualification.
