The evaluation factors will be used in determining the best-qualified submission, focusing on relevant prior experience (25 points), perceived quality of management and team capability (25 points), principals and project personnel (15 points), firm size and capability (15 points), and perceived ability to produce the envisioned facility (20 points).

The project architect shall be licensed to practice architecture in the state of West Virginia, and the architects consulting engineers of record shall be registered professional engineers in the state of West Virginia. The successful firm shall be a registered vendor with the purchasing division, WV department of administration, and have a valid vendor number.

Proposers may be disqualified if they communicate with any personnel or representative of WVCTCS or SWVCTC other than the procurement specialist during the EOI process.

Proposers must be qualified firms or individuals to provide independent third-party testing and inspection services. solicit proposals from qualified firms or individuals proposers

Proposers may be disqualified if they communicate with any personnel or representative of WVCTCS other than the procurement specialist during the RFP process. if proposers are found to have communicated with any other representative of wvctcs, andor pctc during the rfp process, the proposer may be disqualified

Proposals are due by August 26, 2026, at 2 PM.

Payments for goods/services will be made in arrears only upon receipt of a proper invoice, detailing the goods/services provided or receipt of the goods/services, whichever is later. Vendor must accept payment by electronic funds transfer and/or pcard.

The vendor expressly warrants that the goods and/or services covered by this contract will conform to specifications, be merchantable and fit for the purpose intended, and be free from defect in material and workmanship. A two-year maintenance bond covering the roofing system is also required.

Award will be made to the bidder receiving the highest point total, with points assigned for qualifications, experience, company background (20 points), services (50 points), and price (30 points).

Vendors must provide a statement of qualifications of individuals assigned direct responsibility, describe experience of key personnel, firm's size and ability to fulfill terms, related experience, a description of how work will be conducted including quality assurances, a proposed schedule, and references from at least three higher education clients.

Liquidated damages are not included in this contract, but the commission institution reserves the right to cancel the contract immediately upon written notice if materials or workmanship do not conform to specifications.

A mandatory pre-bid meeting will be held on July 16th, 2026, at 10:00 AM at Science Hall, Concord University, Athens, WV. All vendors submitting a bid must attend.

Failure to comply with mandatory terms, failure to attend the mandatory pre-bid meeting, failure to acknowledge addenda, submitting bids electronically that do not arrive on time or contain corrupted files, and communication with institution personnel outside of the director of procurement can lead to disqualification.
