Sealed proposals for the City of Nelsonville sidewalk improvements project will be received at the office of the Hocking Athens Perry Community Action (HAPCAP) until Thursday, March 27th, 2025, at 2 PM. Plans, specifications, and bid forms may be secured by contacting the community development division at HAPCAP for a nonrefundable fee of ****, specifications, and bid forms may also be downloaded from www. ***. *. * at no charge. Each bid must be accompanied by either a bid bond or a certified check/cashier's check/irrevocable letter of credit. Attention is called to all requirements in the bid packet, particularly federal Davis-Bacon wages, insurance requirements, equal opportunity provisions, and payment/performance bonds. No bidder may withdraw their bid within 90 days after the bid opening. HAPCAP reserves the right to waive any informality or reject any or all bids. Detailed instructions for bidders, including bid preparation, qualifications, bid security, liquidated damages, conditions of work, site examination, soil conditions, working facilities, addenda, water supply, and bidder signatures are included in the notice. Additional obligations upon contract award, including insurance certificates, performance bonds, and certifications regarding labor standards and prevailing wage requirements, are also outlined. Foreign corporations and contractors must meet specific requirements. Qualitative and responsible contractor criteria are also included in the notice. The contract time for completion is 60 consecutive calendar days following the date of commencement of work. Payment will be made upon completion or in draws of approximately 50%. The owner is responsible for obtaining and paying for certain permits. The contractor is responsible for obtaining and paying for other necessary permits and licenses. The contractor is responsible for maintaining traffic within the project area and erecting, maintaining, and removing necessary traffic control devices, barricades, flagmen, and lights. The contractor shall also comply with all applicable federal, state, and local safety requirements. The contractor shall provide a 24-hour telephone number for emergencies. The contractor shall produce a full-scale mockup of the work. The owner reserves the right to make changes in quantities and details of work during the progress of the project. The contractor shall maintain existing curb construction layout stakes and surveying elevations and match adjacent curbs. Sidewalks and items shown in the plans shall be laid out as indicated and stationed in the plan view. Notify engineer or city if conflicts occur between proposed layout and existing conditions. Professional surveying is not required. Special duty police officers are not required by the contract. If the contractor requires the services of a special duty police officer, with or without a police cruiser, the contractor shall make arrangements for these services with nonemergency dispatch, city of Nelsonville. Notice of one week should be provided to ensure the availability of a special duty police officer. Any resulting delay to the project due to the unavailability of a special duty police officer shall not be the responsibility of the city of Nelsonville. Special duty police officers shall be considered as employees of the contractor and the contractor shall be responsible for their actions. Although employed by the contractor, the project engineer shall have control over their placement. The contractor shall maintain and provide the engineer with record drawings as specified herein. Record drawings shall include complete documentation of field revisions to the contract documents as well as document the location and extent of any unforeseen conditions or obstructions. The record conditions shall be shown in red and any plan supplements and standard construction drawings scd where specifically referenced, shall govern all materials and workmanship for the improvements show

Hocking Athens Perry Community Action (HAPCAP) is seeking applications from organizations to operate and/or provide transportation to summer camp, general camp, and/or after-school programs for Perry County youth aged 6-18. TANF funding of approximately $100,000 is available for the period April 1, 2025 to March 31, 2026. Proposals are due April 7, 2025, and will be evaluated on a rolling basis thereafter. Questions regarding the RFP must be submitted by March 18, 2025, and will be answered by March 20, 2025. Applications must include a detailed program plan, budget, and supporting documents. The RFP includes specific guidelines for proposal submission, program standards, vendor responsibilities, and evaluation criteria. Applicants may protest the decision within five business days of notification.

The Athens County Community Development Block Grant Program 2024 is seeking qualifications from architecture/engineering firms for four projects in the Village of Jacksonville.
