Each municipality will be responsible for determining the basis of award for their contract after considering price, scope of work and qualifications.

The installer must satisfy all insurance, financial, and bonding requirements of the owner, and must have at least three years active experience in the commercial installation of the product bid.

The contractor shall prepare one random sample per week per liner diameter installed.

Bidders should carefully examine the specifications, and other documents, visit the site of the work, and fully inform themselves as to all conditions and matters which can in any way affect the work or the cost thereof.

The city reserves the right to reject any or all bids.

The successful vendor shall deliver the vehicles FOB to the City of McHenry Public Works Department no later than one hundred and eighty (180) business days after award.

One hundred percent (100%) of the contract price will be paid within thirty (30) days following final acceptance by the City, receipt of a properly completed invoice, and furnishment of title.

In no event will a full warranty term of less than three (3) years be considered. The purchase option of additional warranty coverage is required.

The City of McHenry will award the bid and execute a contract to the lowest responsive, responsible bidder meeting the City's requirements.

No bids shall be accepted unless the contractor has submitted the notification of intent to bid form.

If the proposal is accepted and the bidder is declared not responsive, it is hereby agreed that the amount of the proposal guaranty will become the property of the city and shall be considered as payment of damages due to the delay and other causes suffered by the city because of the failure to adhere to the procedures required.
