The bid notice states that suppliers' contracts will allow 45-day payment terms per county rider.

All services to be undertaken by the vendor shall be carried out by competent and properly trained personnel of the vendor to the highest prevailing industry standards and to the satisfaction of DeKalb County. All services, materials and components shall conform to relevant manufacturers and equipment suppliers specifications, and all materials and spare parts utilized shall be obtained from the original equipment manufacturers or from suppliers approved by them. No warranties implied or explicit may be waived or denied.

DeKalb County reserves the right to award the contract to the bidder whose proposal is deemed to be the most advantageous in meeting the specifications of this RFP.

Suppliers must be licensed retail electricity suppliers and provide their credit rating, relevant financial strength, and years of experience in the ComEd LDC service territory. Any further qualitative statements will also be reviewed and considered.

The term of this proposal shall be for a term commencing on the date hereof and terminating on november 1, 2027.

The tenant shall pay the landlord cash rent equal one half 12 the total yearly amount on april 1 each year of the lease agreement, and one half 12 the total yearly amount on or before november 1 each year of the lease agreement.

The landlord has made no warranties of any nature relating to the condition of the premises.

At bid opening the highest responsible bidder conforming to the requirements shall be awarded the lease agreement.

Responsible bidders shall indicate how much they are willing to rent the farmland at a per acre rate.

Tenant will be charged a late fee of 50 on the 8th day after payment is due, then 10 per day thereafter until paid in full.

Questions regarding the rfp specifications and terms may be submitted until the closing of submittals as outlined herein.

Proposals are due no later than 9:00 AM CST on September 26, 2025.

The bid notice states that all items furnished by the contractor shall be fully guaranteed against defects in workmanship and material for one full year after owner's acceptance. All repairs and replacements shall be made by the contractor without charge to the owner. This guarantee period shall commence with the first usage of equipment for its intended purpose. Also, a 5-year compressor warranty is included for the walk-in cooler and freezer refrigeration.

Proposals will be opened and evaluated in private. Award will be based on the criteria set forth herein. The following criteria and point system shall be used by the selection team to determine the firm or individuals most qualified and best suited to perform the work: cover letter (0 points), firm qualifications and experience (25 points), compliance with requirements of this RFP (40 points), price (25 points), and references (10 points). Total 100 points.

Proposals must include a breakdown of individual costs for the complete project, a proposed project schedule, a list of similar projects completed, proof of licensing, bonding, and insurance.
