Proposals are due to the City no later than 2:00 PM, September 08, 2026.

The proposal must include a proposed payment schedule for all services to be performed and hardware and software products to be delivered.

The vendor must provide warranty documentation for the equipment installed.

Proposals will be evaluated based on cost, ability to meet the city's requirements, functionality, usability, performance, flexibility, technology and reliability, installation/implementation methodology, customer support, warranty, ongoing maintenance, experience and qualifications, references, understanding of the work, and responsiveness to the RFP.

Proposers must demonstrate competence and qualifications for satisfactory performance of services, including experience with similar projects and providing references from at least three government clients in California.

A mandatory site walkthrough is scheduled for August 19, 2026, at 9:00 AM. Attendance is mandatory to be eligible to bid.

Questions regarding the RFP must be submitted no later than August 25, 2026, at 2:00 PM.

Failure to attend the mandatory site walkthrough, communicating with city staff outside of the designated point of contact, or attempting to conceal a conflict of interest may result in disqualification.

Proposals are due by July 13th, 2026, at 2:00 PM PDT.

Qualified vendors are invited to submit proposals.

Proposals are due by 2:00 PM on July 31, 2026.

Monthly invoices will be submitted, and undisputed invoices will be paid within 30 days of receipt.

If the services include goods, contractor warrants that any products, equipment, parts, materials, and goods furnished under the agreement conform to the requirements herein and are new and of merchantable quality, fit for purpose, and free from defects. Any defective goods shall be replaced or repaired at no cost to the City. Said warranties shall be in effect for a period of one year from the date of the City's final payment, unless a longer warranty period is provided.

The award of the agreement, if made by the City, will be based upon a total review and analysis of each proposal and projected costs.

Proposals will be reviewed and evaluated to determine which proposer best meets the City's needs. The City may consider the qualifications, including education, training, licenses, experience, and past performance of the proposer and its agents, employees, and subconsultants in completing projects of a similar type, size, and complexity.

All protests must be submitted in writing to the purchasing division before 5:00 p. m. on the fifth business day after the date of posting of the City's notice of intent to award.

Any attempt to intentionally or unintentionally conceal or obfuscate a conflict of interest will automatically result in the disqualification of a vendor's proposal. An award will not be made where a conflict of interest exists.

Proposals are due by 2:00 PM on July 10, 2026.

Invoices will be paid within 30 days of receipt, provided they are undisputed.

If services include goods, a one-year warranty is in effect from the date of final payment, unless a longer period is specified.

The award of the agreement will be based upon a total review and analysis of each proposal and projected costs.

Proposers must have a minimum of three years of continuous service providing pre-employment physical screening examinations and related administrative services to municipal or county agencies, and for sworn positions.

Protests must be submitted in writing before 5:00 PM on the fifth business day after the date of posting of the city's notice of intent to award.

Attempting to conceal or obfuscate a conflict of interest will automatically result in disqualification.
