The City of Fremont is seeking a qualified consultant to develop a comprehensive Lake Management Plan (LMP) for Lake Elizabeth. Proposals are due by 2:00 PM on July 31, 2026. The plan will assess current lake conditions, identify issues affecting water quality, and recommend maintenance and improvement strategies. Key dates include questions due July 17, 2026, and responses to questions on July 24, 2026. Proposals must be submitted electronically via www. ***. *. * award is anticipated by September 1, 2026. Proposers must disclose any conflicts of interest. Proposals are public records after award or rejection.

Monthly invoices will be submitted, and undisputed invoices will be paid within 30 days of receipt.
If the services include goods, contractor warrants that any products, equipment, parts, materials, and goods furnished under the agreement conform to the requirements herein and are new and of merchantable quality, fit for purpose, and free from defects. Any defective goods shall be replaced or repaired at no cost to the City. Said warranties shall be in effect for a period of one year from the date of the City's final payment, unless a longer warranty period is provided.
The award of the agreement, if made by the City, will be based upon a total review and analysis of each proposal and projected costs.
Proposals will be reviewed and evaluated to determine which proposer best meets the City's needs. The City may consider the qualifications, including education, training, licenses, experience, and past performance of the proposer and its agents, employees, and subconsultants in completing projects of a similar type, size, and complexity.
All protests must be submitted in writing to the purchasing division before 5:00 p. m. on the fifth business day after the date of posting of the City's notice of intent to award.
Any attempt to intentionally or unintentionally conceal or obfuscate a conflict of interest will automatically result in the disqualification of a vendor's proposal. An award will not be made where a conflict of interest exists.
