This is an Invitation for Bid (IFB) for hood cleaning services for the Carroll County Board of Education School Nutrition Program. Bids are due by Monday, April 13, 2026, at 11:00 a. m. and will be opened at the same time. The initial contract term is from June 1, 2026, to July 31, 2027, with options for extension and renewal. Bidders must submit sealed bids and are responsible for all costs incurred in preparation. Late bids will not be accepted. The award will be made to the lowest responsive and responsible bidder. Inquiries regarding the IFB should be directed in writing to Bridgett Cross or Donna Folds. Bidders must comply with various federal and state regulations, including Buy American, Equal Employment Opportunity, and non-discrimination policies. The contract will be governed by the laws of the state of Georgia. The vendor must provide evidence of financial capabilities and maintain specific insurance coverage. The contract can be amended only in writing and executed by both parties. The vendor shall act as an independent contractor and indemnify the Board. Time of performance is critical, with the contractor expected to commence delivery upon written notice of award. Force majeure provisions are included. Gifts and gratuities are prohibited. A prebid conference may be scheduled. The school district reserves the right to waive immaterial defects, reject any or all offers, or cancel the solicitation.
The bid due date is Monday, April 13, 2026, at 11:00 a. m. The initial contract term for services shall commence on June 1, 2026, and terminate on July 31, 2027. The bid proposal is an irrevocable offer for 60 days after the bid opening time and date.
The Carroll County Board of Education will make payment within thirty (30) days of receipt of the invoice for properly received goods and services after inspection and acceptance of the product by the Board. Advance billings are not allowed.
The successful bidder shall fully warrant all products furnished under the terms of this contract, against poor and inferior quality. While under warranty, the successful bidder shall replace any damaged or inferior product in a timely manner to minimize the disruption of the Board's operations.
The Board will award the contracts to the lowest responsive and responsible bidders meeting all terms, conditions, and specifications of the IFB, within approximately sixty (60) days of the opening of the bids.
The successful bidder shall be an established company experienced in cleaning hood exhaust systems. Subcontracting any part of the bid is not permissible. Bidders must be prepared to present suitable evidence of their financial standing within three (3) business days after request by the Board.
In the event that either the vendor or the Board defaults in the performance of any obligation specified in the contract, the non-defaulting party shall notify the other party in writing and may suspend the contract, in whole or in part, pending remedy of the default. If such default is not remedied within fifteen (15) days from the date of receipt of such notice or if the other party is diligently attempting to cure such default but is unable to cure such default within thirty (30) days from the date of receipt of such notice, then the non-defaulting party shall have the right to terminate the contract immediately by providing written notice of termination to the other party.
A protest of a solicitation shall be received by the named individual before the offer due date. A protest of a proposed award or of an award shall be filed within ten days after the protestor knows or should have known the basis of the protest.
