50% of the lease payment will be paid upon execution of the lease, and the remaining 50% will be paid in equal monthly installments. of which, 50 will be paid upon execution of lease and the remaining 50 will be paid in equal payments on a monthly basis.

Bidders must provide copies of their entity's charter, bylaws, certificate of good standing, or other documents to establish their nature and authority. copies of any charter, articles of incorporation, certificate of good standing from the secretary of state for any corporation for profit or nonprofit if a partnership, the partnership agreement if a club or association, the charter, bylaws and similar documents together with written evidence of the authority to submit the bid.

Failure to submit required documents or acknowledge addenda may result in rejection. Failure to provide insurance certificates within the specified timeframe may result in loss of bid and/or future bid awards. Failure to acknowledge all addenda will result in the proposal being rejected.

Proposers must demonstrate successful experience working with the Louisiana state legislature, the office of the mayor, New Orleans City Council, Orleans Parish Legislative Delegation, and the State Bond Commission. a. successful experience working with the louisiana 25 state legislature, including knowledge of the minimum foundation program mfp, state budget, appropriations, and capital outlay processes. b. successful experience working with the office of the mayor, new orleans city council, orleans parish legislative delegation, and state bond commission.

Awards will be made to the responsible vendors whose proposal is determined to be the best value to NOLAPS, considering successful experience, qualifications, performance history, and cost.

A pre-bid conference will be held at 10:00 a. m. Wednesday, July 8, 2026 at Laurel School. Attendance at this conference is not required but highly encouraged and bidders are advised that they will be required to state on the bid form that they are familiar with the project site.

Bids received after the designated date and time will not be opened and will be rejected.

Proposals must be submitted electronically no later than 10:00 a. m. CST on Tuesday, June 30, 2026.

NOLA PS will make payments directly to the vendor. No payments will be made for work performed or goods delivered before a purchase order is issued.

The proposer warrants that it will obtain an errors and omissions insurance policy providing a prudent amount of coverage.

Award will be made to the responsible vendor whose proposal is determined to be the best value to NOLA PS, considering experience, plan, work samples, knowledge of NOLA PS, personnel qualifications, DBE goal, and cost.

Proposers must have a minimum of 5 years of experience in providing consultation and training to school staff in supporting EL immigrant students and resources to EL immigrant families.

A virtual pre-proposal meeting will be held on Friday, June 12, 2026, at 10:00 a. m. CST. Registration is required.

Sample work may be requested as part of the proposal submission.

Any proposer with an objection to the award must submit a protest in writing within ten (10) business days of the notification of nonaward.

Failure to submit required documents, not conforming to the prescribed format, violating the code of silence, or failing to acknowledge addenda may result in disqualification.
