The City of Carrollton is soliciting proposals for recreation center projects. Proposals must be submitted electronically or manually in a sealed envelope. The RFP will be awarded based on pricing (50%), experience/qualifications (25%), project approach/scheduling (15%), and references/past performance (10%). Winning bidders agree to commit to a contract until project completion or termination by the city. Insurance is required upon award of a contract. Debriefing of contract award is available within 30 days after award and execution of the contract. The city is tax exempt from state and local sales taxes.

Failure to meet delivery times quoted may be grounds for cancellation of contract.
A voluntary prebid meeting will be held on monday, march 16, 2026, 9: 00 a. m. at rosemeade recreation center. Optional site visits, if needed, will be held after rosemeade at the remaining recreation locations.
The deadline for questions about this proposal is stated in the bid event and the city will not respond to questions after this time and date.
