The City of Green Bay is soliciting proposals for the analysis of impediments to fair housing choice. Proposals are due October 23, 2025, at 2:00 PM CST. The analysis must include an examination of pertinent data, a review of prior activities, an examination of private market issues, an evaluation of public policies, and identification of impediments with corrective actions. The consultant will be responsible for preparing agendas, handouts, and other presentation materials for public meetings, and will provide a draft report for review by the Common Council prior to submission of the final document. All proposals must be delivered to the City of Green Bay Purchasing Department at 100 North Jefferson St. , Room 410, Green Bay, WI 54301. The city is exempt from federal excise taxes and state of Wisconsin taxes. The RFP includes standard terms and conditions, a sample contract, and information on multiple proposals, inquiries, addenda, and bid distribution networks. The evaluation committee will consist of members with expertise in the services. The award will be granted to the highest scoring responsive and responsible proposer, or best and final offers may be requested. The city reserves the right to accept or reject any or all proposals.
