Mutd reserves the right to reject nonresponsive submittals. Modifications of submittals will be considered only if received prior to the established deadline. Submittals received after the exact
time specified for receipt will be considered nonresponsive. Submittals may be officially withdrawn only by a written request to Frank Kuhl prior to the response deadline. Mutd will not be responsible for any expenses incurred in preparing, submitting, or negotiating this proposal. All requests for clarifications, explanations, changes, substitutions, or approval of items equal to items with specified brand names must be submitted via email to Frank Kuhl no later than June 9, 2025. Mutd will provide a single written response to all properly submitted requests for clarification or approved equals as addendum on or before Wednesday, June 11, 2025. All addenda will be posted on the MUTD website at www. ***. *. * under the current solicitations tab. A completed addendum acknowledgement form (Exhibit A) shall be included with all proposals. Protest procedures are outlined in the document. All information contained in the submittal is subject to the state of Montana public disclosure laws. If an offeror feels that any information is confidential or proprietary in nature, the offeror must submit all such information in a separate sealed envelope prominently marked with the offerors name and exempt from public disclosure. Mutd assumes no responsibility or liability for any losses or damages which may result from the information contained in the submittal. The financial advisory services will include ongoing financial transactions, economic initiatives, policies, financial procedures, and controls that would benefit MUTD on an as-needed basis. The firm selected to serve must be a municipal advisor within the meaning of the securities exchange act of **** rule **** and be currently registered with both the U. S. Securities and Exchange Commission (SEC) and the Municipal Securities Rulemaking Board (MSRB). The firm selected to provide financial advisory services to MUTD pursuant to this RFP will be prohibited from engaging in activities on behalf of MUTD that produce a direct or indirect financial gain for the municipal advisor, other than the agreed-upon compensation, without MUTD's informed consent. The proposal must contain a letter of transmittal, technical proposal, and required forms and certifications (Exhibit A). The technical proposal must address qualifications of the firm, past performance and quality of services, and response to scope of work. Offers shall provide a breakdown of fees proposed on a not-to-exceed basis. Proposed fees shall be included in the offerors response. Additionally, offers shall also complete the fee proposal form in exhibit B. Evaluations will be performed by a committee composed of MUTD staff. The evaluation committee will evaluate and select the proposals that best address the requirements of the project, in accordance with the criteria stated herein. Mutd reserves the right to reject any or all submittals. Each proposal will be evaluated based on the following factors: relative factor weight overall quality of the proposal, including work plan approach, the qualifications of professional personnel assigned to the project, related experience on similar projects, present and projected workloads and capacity to meet project requirements, price.
