The East Orange Board of Education will make every effort to pay vendors and contractors within thirty (30) to sixty (60) days, provided the board receives the appropriate documentation. Payment will be rendered upon completion of services or delivery of the full order of goods/materials/supplies. Pursuant to the New Jersey Prompt Payment Law, the required payment date shall be ninety (90) calendar days from the date specified in the contract or from the receipt of a properly executed invoice or receipt of goods or services, whichever is later. Interest shall not be paid unless goods and/or services have been rendered. All payments are subject to approval by the Board of Education at a public meeting.

All RFP responses are to be evaluated on the basis of whose response is the most advantageous to the district, price and other factors considered, and whose response will provide the highest quality of service at fair and competitive prices. The Board of Education will use a one hundred (100) point system in evaluating all proposals, with criteria including Technical Criteria (30 points), Management Criteria (30 points), and Cost Criteria (40 points).

The School Board Attorney shall have a law degree from an accredited law school, hold a license to practice law in New Jersey, show evidence of experience and competence as a practicing attorney with a public school district with a working knowledge of school law, demonstrate effective communication skills, exhibit interpersonal skills, meet all management criteria, be able to use appropriate electronic media, and display the highest ethical and professional behavior.

The contract may be canceled or terminated by the contracting public agency, and all money due or to become due hereunder may be forfeited, for any violation of the antidiscrimination provisions of the contract occurring after notice to the contractor from the contracting public agency of any prior violation of this section of the contract.

The request for interpretations should be made in writing to the School Business Administrator and must be received at least ten (10) days, not including Saturdays, Sundays and holidays, prior to the date fixed for the opening of proposals to be given consideration.
