Selection shall be based on the factors to be developed by the procuring state entity, which may include among others, the following: specialized expertise, capabilities, and technical competence, as demonstrated by the knowledge, qualifications, experience, prior work, and the budget to meet the rfp. resources available to perform the work, including any specialized experience in working with disability related agencies andor organizations to meet the rfp. record of past performance, quality of work, and contract administration to meet the rfp.

Applicants are welcome from public or private nonprofit entities including state and local governments and organizations, faithbased organizations, hospitals, institutions of higher education, and forprofit organizations. To apply for a project grant from the acdd, an organization must be a nonprofit entity as described in section 501 internal revenue code, for profit corporation, educational institution, state agency, or local government agency.
