Selection shall be based on factors including specialized expertise, capabilities, technical competence, resources available, record of past performance, quality of work, ability to meet schedules, cost control, contract administration, availability and familiarity with the project locale, proposed project management techniques, and ability and proven history in handling special project contracts.

Vendors must be licensed agencies employing graduates from an accredited school of nursing with a license to practice issued by the Alabama Board of Nursing. An intent to protest must be filed within five calendar days of the issuance of the solicitation or intent to award. Proposals may be deemed nonresponsive and disregarded if RFP instructions are not adhered to, such as late submissions. any proposal that does not satisfy requirements of the rfp may be deemed nonresponsive and may be disregarded without evaluation.

Proposals will be scored based on understanding and responsiveness to the RFP, organizational experience, quality/completeness/responsiveness of the program description, readiness to implement, and budget/budget narrative. New proposals scoring criteria and evaluation questions for new proposals potential 100 possible points

Public or private nonprofit organizations certified by ADMH to provide prevention or substance use treatment services, or approved to provide recovery support services. Organizations must be registered with the Alabama Secretary of State and enrolled in e-Verify if contracted with the state.
