This is a public tender notice from the North Charleston Sewer District for the replacement of approximately 334 linear feet of existing 8-inch sanitary sewer with new 8-inch PVC within an existing 10-foot wide alley easement. The work includes bypass pumping, service reconnections, manhole tie-ins, and full site restoration. A non-mandatory pre-bid meeting will be held on May 26, 2026. Questions are due by May 27, 2026. Bids will be received until 2:00 PM on June 1, 2026, and will be publicly opened at that time. Bidders must be licensed contractors in South Carolina. A bid bond of not less than five percent of the bid is required. The successful bidder will be required to execute the agreement and obtain a performance bond and payment bond within ten calendar days of the award. The project must commence within 15 days of the notice to proceed and be fully completed within 45 consecutive calendar days. Liquidated damages of $500 per day will be assessed for failure to complete the project on time. Bidders are required to visit the site of the proposed work. All bids must be submitted on the provided bid form and signed by an authorized representative. The owner reserves the right to reject any or all bids.
The bidder must agree to fully complete the project within 45 consecutive calendar days from the notice to proceed.
The owner shall pay and the contractor shall receive the prices stipulated in the bid as full compensation for everything performed and furnished. Applications for partial payment can be made before the first day of each month. Retainage of ten percent will be held until final completion and acceptance.
The contractor shall remedy any defects due to faulty materials or workmanship and pay for any damage to other work resulting therefrom which shall appear within a period of two years from the date of final acceptance of the work. The contractor shall fully and unconditionally warrant the materials and workmanship of the project for a period of two years, beginning on the date of project completion.
The contract will be awarded to the responsive, responsible bidder submitting the lowest bid complying with the conditions of the contract documents.
All bidders submitting a bid shall have a current valid contractors license for the state of South Carolina. The bidder shall demonstrate adequate construction experience and sufficient equipment resources to properly perform the work and shall demonstrate financial resources of sufficient strength to meet the obligations incident to the performance of the work.
The bidder must agree to pay as liquidated damages the amount set forth in the agreement for each consecutive calendar day that the work is incomplete after the agreed upon date of completion. The amount is $500 per day.
Each bidder must visit the site of proposed work and fully acquaint himself with conditions relating to construction and labor.

A bid will be considered irregular and may be rejected for various reasons including if the bid is on a form other than that furnished by the owner, if there are unauthorized additions, or if there is reason to believe that any bidder is interested in more than one bid on the same project or that there has been collusion among the bidders.
