This is a Foreign Military Sales (FMS) new spares requirement for powered valves. Engineering source approval by the Naval Air Systems Command is required. Companies must be approved to be eligible for award. A pre-award survey and post-award conference may be required for new manufacturers. Government inspection and acceptance will be conducted at the source. First article testing by the government is required. Offerors requesting waiver of first article approval requirements must submit evidence of previous production. Mandatory inspection is required at source under the surveillance and final approval of the cognizant DCMA Quality Assurance Representative (QAR). Critical characteristics require 100% inspection. A minimum of seven working days notice is required for surveillance visits. A minimum of 10 days advance notice is needed for in-process inspections.
The contract includes a warranty of supplies of a noncomplex nature for 12 months after the date of the last delivery under this contract, 45 days after the date of the last delivery under this contract.
Only companies who have submitted requests for source approval and been approved by the Naval Air Systems Command will be eligible for award. Companies may submit a source approval request as outlined in this solicitation.
A pre-award survey and post-award conference may be required for all new manufacturers. For all previous sources, a post-award conference may be recommended. A minimum of seven 7 working days is required to arrange the surveillance visit for in-process inspections.
First article samples will be evaluated within 45 working days after the date of receipt for sample quantities. First article sample quantities is 1 one delivered in the uncoated condition.
