Fulton County is seeking bids for scrap metal removal and recycling services for FY27. This is a revenue-generating contract where bidders will pay a percentage of the current market price for collected metals. Bidders must provide and service collection containers within 24 hours of a service call. Bids are due July 28, 2026. A pre-bid conference will be held on July 13, 2026. All bids must be submitted electronically via BidNet Direct. Bidders must comply with the Georgia Security and Immigration Compliance Act.
Bids are due by 11:00 a. m. local time on July 28, 2026.
Payments will be made via electronic funds transfer (EFT) after award and execution of the contract. Vendors must register in the county's vendor self-service system. Specific payment terms are described in Section 8, General Conditions.
The successful bidder must assume full responsibility for providing warranty service on all goods, materials, or equipment provided to the county with warranty coverage.
Award will be made to the highest percentage submitted by the most responsive and responsible bidder.
Bidders will be evaluated on their ability, capacity, skill, character, integrity, reputation, judgment, experience, efficiency, quality of performance on previous contracts, technical experience, adequate personnel and equipment, and suitable financial means.
In case of default by the successful bidder, Fulton County may procure the articles or services from another source and hold the successful bidder responsible for any resultant excess cost.
There will not be a scheduled site visit for this project. However, bidders are encouraged to visit the project site on their own.
Protests must be submitted in writing to the purchasing agent. Protests arising from factual or legal basis known prior to bid submission must be submitted within three business days of bid submission. Protests arising from factual or legal basis known after bid submission must be submitted within ten business days after the protestor knew or should have known of such basis, but in no event more than ten business days after contract award.
Disqualification may occur due to submission of more than one bid for the same work, evidence of collusion, previous participation in collusive bidding, submission of an unbalanced bid, or lack of competency.
