Endorsement Government Bids & RFPs

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

Offerors must provide written documentation of current DD Form ****, statement of ecclesiastical endorsement from the Archdiocese for the Military Services (AMS), USA.

The period of performance for the initial contract year is from September 29, 2026, to September 28, 2027. Option periods extend performance annually up to September 28, 2031.

Payment will be made by Wide Area Workflow (WAWF) electronic submission of invoices and receiving reports. The amounts requested are only for performance in accordance with the terms and conditions of the contract.

The award will be made to the lowest price technically acceptable offered.

Offerors must provide a copy of a historical chamber of commerce certificate of membership (Certificato Storico di Iscrizione alla Camera di Commercio) not older than 90 days, proof of registration in Duns, NATO Cage, and SAM databases, and a DURC (Documento Unico di Regolarità Contributiva) not older than 90 days. The business purpose must include catholic priest services.

Offers may be rejected if they do not meet minimum requirements, are not in English (except for the chamber of commerce certificate), or if the offeror fails to provide all mandatory documentation. Any offeror offering less than all of the solicitation requirements may be precluded from consideration for award.

Contractor shall provide validly ordained Catholic priests in good standing with their bishop, eparchy, or religious superior, with written ecclesiastical endorsement from the Archdiocese for the Military Services (AMS) using DD Form **** successful background criminal history check is also required. The endorsement must be specific to MCAGCC Twentynine Palms and cover the contract duration. This endorsement is required with proposal submission. 5. 1. 4 Background Check: Successful background criminal history check at the local, state, and national levels, compliant with Public Law ****, Section 231, and DoD Instruction **** be completed within the past twelve months.

Mail must be delivered to the post office on the same day it is picked up from NVC and in time to make the final USPS pickup. mail delivered to usps with a date stamped other than day of delivery is returned to nvc for redating

Invoices are submitted via fax to **** must include specific information such as contractor name, invoice date, unique vendor invoice number, remittance contact, shipping terms, payment terms, total quantity, total invoice amount, contract number, and for each line item: description, quantity, price, and extended amount. it is important that each invoice be transmitted separately.

If the contractor does not meet over 95% of the performance service level in any month, a 1% reduction in charges is credited against the invoice. any month the contractor does not meet over 95 of the performance service level, a 1 reduction in charges is credited against the invoice.
