This is a combined synopsis solicitation for commercial services for crane operator training, forklift train the trainer, and rigger training for U. S. Coast Guard personnel at Base Charleston. The acquisition is 100% set aside for small businesses with NAICS code 611430. The contract type will be a firm fixed price purchase order, and the evaluation process will be lowest price technically acceptable (LPTA). All training courses must be conducted between July 6 and September 30, 2026. Quotes must be submitted via email by 12:00 PM EST on May 22, 2026, and include a detailed breakdown of costs, the vendor's Unique Entity Identifier (UEI), and Tax Identification Number (TIN). A brief technical proposal demonstrating understanding of the Statement of Work is also required. Questions regarding the solicitation must be submitted in writing by 5:00 PM EST on May 13, 2026. Site visits are not required.
The bid notice states that all three training courses shall be conducted between 06 July and 30 September 2026. The contractor and COR shall coordinate and finalize exact training dates after contract award, within the specified period, subject to mutual agreement. The courses may be delivered in any order, as mutually agreed upon by the contractor and COR. Courses shall not be conducted concurrently; each course must be completed before the next course begins.
The government intends to award the contract in its entirety to a single contractor on an all or nothing basis to the responsible offeror whose proposal is determined to be the lowest price technically acceptable (LPTA) and most advantageous to the government, in accordance with the evaluation and award procedures outlined in FAR ****.
The contractor shall provide instructors with extensive experience in crane operations, powered industrial truck operations, and rigging, as applicable to the courses taught. Instructors shall hold relevant credentials or certifications appropriate to the subject matter, such as OSHA authorized trainer, ASME B30. 5 compliance, Certified Safety Professional, or other recognized industry credentials. The government will ensure that personnel attending the courses are medically and physically capable of safely operating cranes, forklifts, and rigging loads, as applicable to the course they are attending and meet any internal USCG prerequisites for assignment to crane operator, forklift operator-trainer, or rigger duties.
Site visits are not required for this solicitation. All necessary information regarding the requirements is provided in the Statement of Work.
