Harnett County is seeking Statements of Qualifications (SOQs) from qualified architectural and/or engineering firms for design-
build services for a new morgue. The deadline for submission is July 28, 2025, at 3:00 PM local time. Submittals must be delivered via UPS, FedEx, or hand delivery to the Harnett County Resource Center and Library, Finance Department. A non-mandatory presubmittal conference is scheduled for July 10, 2025, at 2:00 PM. Submittal questions are due by July 8, 2025. The project involves a new single-story morgue
building approximately 800 square feet located at **** Edwards Brothers Drive, Lillington, NC. The county reserves the right to reject any or all submittals, to waive technicalities, and to make such selection deemed in its best interest. A North Carolina architectural and/or engineering license is required. Compliance with **** is required. The county intends to deliver the project using the design-
build method. The selected design firm will be responsible for collaboration and coordination with the design-
build firm during all phases of design and construction. The Statement of Qualifications (SOQ) must be prepared in a specific format, and the total length of the submittal, including cover letter, should be no more than 30 single-sided pages. The submittal should be organized into sections including a cover letter, firm background and experience, project team, project experience, project management and quality control, project approach and methodology, and required forms. The county will use a weighted analysis of evaluation criteria to determine the best value solution. The county reserves the right to conduct interviews with a shortlist of selected respondents. The county reserves the right to make an award without further discussion of the submittals received. More than one submittal from an individual, firm, partnership, corporation, or association under the same or different names will not be considered.
