Deliveries and/or pickups shall be made within five (5) business days after receipt of a release notice. Unless specifically directed otherwise, all services shall be delivered and/or picked up Monday through Friday between the hours of 8:00 a. m. and 2:00 p. m. Payment for goods and/or services shall be made in due course of payments of LBPU D after completion of delivery and acceptance by LBPU D and upon receipt of an invoice from the contractor. Contractor warrants that all services performed under this contract shall be in good working order and shall conform to the contractor's published specifications. Contractor shall guarantee all parts, materials, and labor against failure due to defective material and/or faulty workmanship for a minimum of one (1) year from the date of acceptance. The award will be based on the unit prices, percentage discounts given, and in accordance with the provisions of the specification requirements stated herein. Each bidder shall be fully qualified by ability, knowledge, and experience to satisfactorily perform the goods and/or services required. The contractor must have been in business providing welding, machining, and fabrication services for at least the last three (3) years. Failure to respond to emergency service or failure to provide competent responsive service may be cause for termination of the contract or LBPU D may exercise the right to call another company to respond. The expense of this service call shall then be charged to and paid by the contractor. Delivery of any parts, performance, and acceptance are to be F. O. B. destination at Rocky Mountain Regional VAMC.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government considering price and other factors.

Offerors must demonstrate technical capability or quality to meet the government requirement, including a parts list confirming compatibility with the current boiler system.

Offerors are warned against contacting any VA personnel other than the contracting officer and contract specialist prior to award. If such contact is prejudicial to competing contractors, the offeror may be excluded from award considerations.
