The successful bidder, upon hisher failure or refusal to execute and deliver the contract and bonds required within 10 days after heshe has received notice of the acceptance of hisher bid, shall forfeit to the owner, as liquidated damages for such failure or refusal, the security deposited with hisher bid. Failure to complete the work by the dates herein specified, or any proper extensions thereof granted by the owner will be subject to liquidated damages as specified in the general conditions contained herein.
